About 248,000 citizens in Bosnia and Herzegovina do not have an identity card, although it is a legal obligation, data from the Agency for Identification Documents, Records and Data Exchange /IDDEEA/ BiH.
BiH citizens who do not have an identity card cannot exercise any rights, nor can they obtain any other document, such as a passport or driver’s license, they cannot register at the employment service, nor can they have health or social insurance.
According to the Law on Identity Cards, a citizen over 18 years of age residing in Bosnia and Herzegovina is required to have an identity card issued in the place of residence, reports “Večernji list”, edition for Bosnia and Herzegovina.
Displaced persons residing in BiH are required to have an identity card issued in their place of residence.
The Law on Identity Cards states that a citizen will be fined from 30 to 300 BAM for an offense if he has more than one identity card, does not submit a request for its issuance, does not immediately report the loss of an identity card or uses someone else’s identity card.
