At the proposal of the Ministry of Internal Affairs of Sarajevo Canton, the Government of Sarajevo Canton adopted the Decree on the recruitment procedure, conditions for admission, training, uniforms, the form of official police identification and badges and other matters of importance for the performance of the duties of members of the auxiliary police, as well as the Decree on the method of organization, engagement, number and composition of the auxiliary police.
“Canton Sarajevo is getting auxiliary police! Thirty-five years after the mobilization of the reserve police force, we have again been given the legal opportunity to provide additional capacities that we will reach out to when we need them. We have clearly defined who and under what conditions joins the auxiliary police and for what purposes it serves. Security is not taken for granted, it is built with every new police officer, new vehicle, equipment, but also by strategic thinking and strengthening the police with additional forces. Today we got auxiliary police. Today we strengthened our ranks and strengthened the wall that stands between our citizens and danger,” said Minister of Internal Affairs Admir Katica.
The auxiliary police will employ persons to perform police work in the field of traffic, crime prevention, for the maintenance or establishment of disturbed public order and peace on a larger scale – except for securing high-risk gatherings, for the protection of people’s lives and property in the event of a natural and other disaster and the declaration of a state of natural and other disaster, and for the protection of people’s life and property in the event of a declaration of a state of emergency.
In order to become a member of the auxiliary police, the candidate must successfully complete the training for work in the auxiliary police, unless he is a former police officer whose service has ended due to retirement, on the basis of an agreement or by voluntary resignation. The conditions that the candidate must meet are that he is a citizen of Bosnia and Herzegovina, aged 18-60 years, has a secondary vocational education, that he is not a member of a political party, that there are no security obstacles and other general conditions prescribed by law.
Every member of the auxiliary police, who does not have the status of a former police officer, will be obliged to undergo training for work in the auxiliary police. The trainings will be conducted according to a special curriculum adopted by the police commissioner.
A member of the auxiliary police will have the authority of a police officer, in accordance with the Law and Regulation on the employment procedure, conditions for admission, training, uniform, form of official police identification and badge, and other issues relevant to the performance of the duties of a member of the auxiliary police. They will perform their duties in the official uniform used by police officers of the Police Directorate, but with the inscription “AUXILIARY POLICE”, they will use the official badge of the Police Directorate which is in the form of printing, embroidery or reflective applications in a visible place on the uniform.
During the engagement, a member of the auxiliary police will be entitled to salary and allowances in accordance with the regulations regulating the calculation of salary and allowances for police officers in the rank of “POLICEMAN”.
The selection of candidates for the auxiliary police will be made through a public competition that will be announced by the Police Directorate according to the expressed staffing needs.
The decision on the engagement of members of the auxiliary police will be made by the Government of the Sarajevo Canton, based on the reasoned proposal of the Minister of Internal Affairs, and on the initiative of the Police Commissioner.
Both decrees derive from the Law on Amendments to the Law on Internal Affairs of the Canton of Sarajevo and the Law on Police Officers adopted in May of this year.
