The Speaker of the House of Peoples of the Parliamentary Assembly of Bosnia and Herzegovina, Kemal Ademović, has called an urgent session of the House for tomorrow, and the agenda should include, among other things, a request from the House of Representatives to consider the Draft Law on Amending the Law on Excise Duties in BiH under urgent procedure.
The proposed law stipulates that in the event of market disruption or other justified reason, the Council of Ministers of BiH may adopt a decision to temporarily abolish or reduce the amount of excise duty on petroleum products. The decision would be made for a maximum period of six months within one calendar year.
On March 16, the House of Representatives adopted, under urgent procedure, the proposal for this law, proposed by MP Saša Magazinović.
Deputy Speaker of the House of Peoples Nikola Špirić (SNSD) previously announced that he, as well as SNSD delegates Sredoje Nović and Radovan Kovačević, would not attend this session. He stated that Ademović has already tried several times to schedule a session of the House of Peoples on his own initiative.
The delegate of the Serbian People’s Club in the House of Peoples, Želimir Nešković (SDS), said today that it would be “high time to stop this political show in which these Serbian delegates do not come to sessions and do not allow excise taxes on fuel to be reduced and thus help household budgets”.
The House of Peoples is scheduled to consider tomorrow the request of the Council of Ministers of BiH to consider the Draft Law on Restricting the Disposal of Property with the Aim of Preventing Terrorism, Financing Terrorism and Financing the Proliferation of Weapons of Mass Destruction under an urgent procedure.
The proposed law, which was prepared by the Ministry of Security in cooperation with relevant institutions, eliminates a key systemic deficiency from the report of the Committee of Experts for the Evaluation of Measures Against Money Laundering and Financing of Terrorism (MONEYVAL), which assessed in December 2024 that BiH does not have a functional and complete system for the implementation of international financial sanctions.
One of the proposed agenda items is the request of the House of Representatives of the Parliamentary Assembly of BiH to consider the Draft Law on Amendments to the Election Law of BiH under an urgent procedure.
The House of Representatives adopted the proposal for this law in December last year, whose proponents were SDA MPs Šerif Špago, Edin Ramić, Safet Kešo, Amor Mašović, Nermin Mandra, Šemsudin Dedić, Denijal Tulumović and Midhat Čaušević.
They stated that the adoption of the Law on Amendments to the Election Law of BiH will enable the introduction of new electoral technologies into the electoral process in BiH, which will be applied in the next general elections.
This includes biometric identification of voters, scanning of ballots, as well as electronic transmission of the results of scanned ballots, which will enable much faster and more efficient receipt of results after election day.
Delegates should also consider the principles (first reading) of the Proposal for the Law on the Regulator, Transmission and Market of Electricity in BiH, proposed by the Council of Ministers of BiH.
The Council of Ministers of BiH has approved the proposal for this law, with the EI mark, as confirmation of appropriate compliance with EU regulations in this area.
The goal of the law is the transposition of 16 EU directives and the Electricity Integration Package, with a focus on the creation of a regulated wholesale electricity market and the establishment of an electricity exchange in Bosnia and Herzegovina, which in this area fulfills one of the prerequisites for the exemption of our country from the application of the Carbon Border Adjustment Mechanism (CBAM).
