Regarding the “instructions for action”, which were delivered to the ambassadors and consuls general of Bosnia and Herzegovina from the Republika Srpska, as well as to the heads of the representative offices of the Republika Srpska by the Chairperson of the Presidency of BiH Željka Cvijanović and the entity President Milorad Dodik, the cabinet of the member of the Presidency of BiH Denis Bećirović made an announcement.
The scandalous letter, co-signed by Cvijanović and Dodik, on the RS entity memorandum, and sent to ambassadors and consuls general of the state of Bosnia and Herzegovina, represents yet another confirmation of the unconstitutional, destructive, but also desperate actions of the rebel group led by Dodik, and blindly followed by his henchmen, wrote Alija Kožljak, head of the Cabinet.
“This is an unprecedented case in the world of diplomacy that instructions for action to the heads of missions of the state of Bosnia and Herzegovina are delivered by officials of a lower administrative unit, in the specific case of the entity, ignoring the fact that foreign policy is the exclusive responsibility of the institutions of Bosnia and Herzegovina. The scandalousness of this letter is particularly expressed by the heinous violation of established diplomatic norms, where diplomats of Bosnia and Herzegovina are required to submit reports of an ‘intelligence-informative nature’, requiring diplomats to engage in espionage activities, which is a direct violation of the Vienna Convention and is unacceptable for the receiving countries.”
Kožljak states that a particularly controversial request to Bosnian and Herzegovina diplomats is related to military and institutional cooperation. Souvenirs
“It should be recalled that military cooperation between Bosnia and Herzegovina is strictly defined by the Dayton Peace Agreement, as well as the Law on Defense of Bosnia and Herzegovina, which precisely defines the jurisdiction of the Presidency of Bosnia and Herzegovina as a collective body, without any jurisdiction of the entities in this matter. Such abuse of functions not only violates the highest legal acts of the state, but also abuses the diplomatic and consular network, all for the purpose of secessionist and anti-constitutional actions by Dodik and his supporters.”
He emphasized that this is an inconsistency in the actions of the Chairman of the Presidency of Bosnia and Herzegovina and the entity president, which is expressed in the request to work on ‘lobbying for the withdrawal of NATO forces from Bosnia and Herzegovina’, although during the visit of the NATO Secretary General, both co-signatories publicly requested that NATO increase the number of soldiers in Bosnia and Herzegovina.
“It is a well-known fact that NATO’s withdrawal from Bosnia and Herzegovina is a continuing interest of Putin, and Dodik and Cvijanović are just implementers in the attempt, who not only work against the interests of the state, but also do not care about the well-being of the citizens of Bosnia and Herzegovina. They are obviously working only to protect their personal positions and interests,” Alija Kožljak.
