The Minister of Foreign Affairs of Bosnia and Herzegovina (BiH), Elmedin Konakovic, met on December 10th, 2025, with the Head of Cabinet of the European Commission’s Commissioner for Enlargement, Marko Makovec, and with the Head of the Delegation of the European Union (EU) to BiH and EU Special Representative, Luigi Soreca.
During the discussions, the key challenges and priorities on BiH’s path toward Europe were examined. Special emphasis was placed on the development of relations between BiH and the EU, the Stabilisation and Association Process, as well as the reform processes necessary for the country to advance toward EU membership.
Minister Konakovic stressed that membership in the EU remains a strategic goal and the highest priority of BiH’s foreign policy, despite internal obstructions and rhetoric that threatens the Dayton Peace Agreement and the constitutional order. He particularly pointed to the necessity of adopting key laws in accordance with European standards and of appointing a chief negotiator in the process of European integration. He emphasised the importance of preserving the functionality of institutions, respecting the Dayton Peace Agreement, and ensuring the country’s stability, democratic governance, and sovereignty.
The interlocutors agreed that overcoming internal obstructions and strengthening institutional stability are key preconditions for continuing the reform process and opening negotiations on EU accession. They reiterated the EU’s readiness to continue providing support to BiH in strengthening institutions, the rule of law, and the implementation of reforms that are of crucial importance for the country’s European path. It was stressed that opportunities for progress are not unlimited, and attention was drawn to the importance of focusing on the remaining steps, above all the adoption of the Law on the High Judicial and Prosecutorial Council (HJPC) and the Law on Courts, as well as the appointment of the chief negotiator and the negotiating team, which will pave the way for the start of negotiations on accession to the EU.
