The House of Representatives of the Parliamentary Assembly of BiH will hold an urgent session today, the agenda of which includes the Proposal for a Law on Amendments to the Law on the State Investigation and Protection Agency (SIPA), with a request for urgent consideration.
The proposer, MP Jasmin Emrić, states in the explanation of the proposal that this law amends the Law on Sipa in order to ensure continuity of management of this institution.
“Article 10 of the Law stipulates that, if the director is unable to fulfill his duties and responsibilities, the deputy director shall fulfill them, until the director is able to take them over again or until a new director is appointed,” explains Emrić.
He sees the reasons for the urgent procedure in the current situation when it comes to the management of Sipa.
“Since the director voluntarily left SIPA and ceased to perform the duties and responsibilities of the director before being dismissed by the Council of Ministers, and since the position of deputy director has not been filled, it is urgently necessary to regulate the current situation by law in order to ensure the continuity of the lawful management of SIPA,” Emrić stated.
At an emergency session on Tuesday, MPs are expected to discuss the ethnic representation of employees in BiH institutions, the causes and consequences of the failure to implement the Constitution and laws of BiH that establish the proportional representation of constituent peoples and others in BiH institutions.
The proposers of this material are MPs Jasmin Emrić, Ermina Salkičević Dizdarević, Elvisa Hodžić, Šemsudin Mehmedović and Aida Baručija, who state that out of the 74 institutions analyzed, Bosniaks are unbalanced in 62, taking into account the number that is due to them according to BiH laws, Srna writes.
The House of Representatives should also consider giving its consent to the ratification of the agreement on the financing of the Annual Action Plan for BiH for 2024 between the EU, represented by the European Commission, and BiH, represented by the Directorate for European Integration.
The session is scheduled for 11:00 AM.
