Building Bridges between the Countries and Peoples: Exclusive Interview with Ambassador of Indonesia to BiH

This year, the Republic of Indonesia and Bosnia and Herzegovina’s bilateral relations have entered their 30th year since they were officially opened on April 13, 1994.

Political relations between Indonesia and Bosnia and Herzegovina are currently in a positive condition. Both countries respect the principles of sovereignty and territorial integrity, and are committed to strengthening cooperation in international forums. His Excellency Ambassador of Indonesia to Bosnia and Herzegovina Roem Kono explains that over the next ten years, he is optimistic and hopeful that Indonesia and Bosnia and Herzegovina’s bilateral ties will continue to expand and include areas of strategic cooperation.

In the political sector, there has been a notable improvement in the political ties between Bosnia and Herzegovina and Indonesia. Given that both nations share interests in international issues like peace and security, Indonesia intends to deepen collaboration in the area of multilateral diplomacy during the next ten years. By enabling high-ranking officials to travel and bolstering networks between the two nations, the country also intends to promote political discourse.

“Indonesia, as the country with the second largest Muslim population, has a special interest in strengthening relations with the Balkan countries, including Bosnia and Herzegovina.

Both countries are active in creating constructive bilateral dialogues and supporting solutions to regional and global issues,” His Excellency explains in the interview with the Sarajevo Times.

In the geopolitical context, the situation in the Balkan region and the dynamics of other international relations, and global conditions greatly influence the foreign policies of both countries.

“Indonesia is committed to contributing to global peace and stability, and we see the importance of multilateral cooperation with Bosnia and Herzegovina in facing transnational challenges, such as climate change and terrorism. We also hope to collaborate in international forums to voice common interests,” Ambassador Kono explains.

Relations between the two countries in the next decade

Economically, trade relations between Indonesia and Bosnia and Herzegovina continue to grow and have the potential to continue to increase as long as there is government support from both countries. The Indonesian Embassy in Sarajevo views that the interaction between business actors in both countries needs government support because it has not been established properly considering that both countries are not traditional markets. The BiH government can provide incentives in the form of visa facilities for Indonesian business people to boost economic activities.

Ambassador emphasize) that there are lots of rooms for collaboration between Bosnia and Herzegovina and Indonesia in the economic sphere.

“Our goal is to encourage trade, industry, and investment. We intend to increase the entry of Indonesian products in the Bosnian market and vice versa by using business forums and exhibits. Bosnian business operators may also use Indonesia as a starting point to investigate the larger ASEAN market,” Mr. Kono explains.

Bosnia and Herzegovina need support in the labor sector to drive the economy, especially in the manufacturing and hospitality sectors. Indonesia can support this effort as long as there is serious attention to providing adequate legal infrastructure for the protection of migrant workers in BiH. The Indonesian Embassy in Sarajevo will continue to be committed and proactive in engaging in dialogue and partnerships to strengthen the safety net that protects the rights and welfare of Indonesian citizens.

Over the coming years, Bosnia and Herzegovina’s need for Indonesian laborers is expected to grow. There were 12 Indonesian migrant worker entering Bosnia and Herzegovina in 2023. In 2024, this figure rose to 41 Indonesian worker. The F&B services industry employs the majority of Indonesian workers. Hopefully, the regulations for foreign workers will be more established to provide better protection and social security for migrant workers.

In the field of education, there are a number of collaborations that have been established, including collaboration between universities, one of which is between the University of Indonesia (UI) with several universities in BiH, such as: University of Sarajevo, the University of Tuzla, the University of Zenica, the University of the East of Sarajevo and several other universities in BiH.

Mr. Kono explains that one of important area in our bilateral ties is the education sector. “We are keen in encouraging student exchange programs and supporting collaboration between universities in both countries. This is an important step to build a generation that better understands the culture and values ​​of each country,” it was explained by His Excellency.

The Indonesian government also offers non-degree scholarships every year, namely the Darmasiswa Scholarship for students from several countries in the world including Bosnia and Herzegovina to study Indonesian Language and Arts and Culture at various Universities in Indonesia for 1 (one) year with Darmasiswa Scholarship.

To encourage Bosnian students to study in Indonesia, the country intends to expand student exchange programs and scholarships. Furthermore, they will support academic collaboration and research cooperation between universities in both nations. He adds that they anticipate that more BiH students will study in Indonesia in the future, and more Indonesian students will study in BiH.

Regarding people-to-people relationship, Ambassador is also mentioned that he is very happy to see the relationship between the people of the two countries is increasingly harmonious. The Indonesian diaspora in the BiH region surprisingly is growing every year, as a result of mixed marriages between Indonesian citizens and BiH citizens.

Social and Cultural Sector is another important one. “We hope to hold more cultural programs, promotion of Indonesian art, culinary and films that can introduce Indonesian culture to the people of Bosnia and Herzegovina and vice versa we would also like to introduce Bosnia and Herzegovina to Indonesian people. As a multi-religious country, Indonesia will also encourage interfaith dialogue, to increase tolerance, mutual understanding and collaboration between religious communities in both countries,” Ambassador continues.

Trade and investment

The total value of bilateral trade between BiH and Indonesia in 2023 reached USD 16,1 million, an increase of 28% compared to the trade value in 2022.

Ambassador explains that Indonesia is keen in strengthening trade and investment relations with Bosnia and Herzegovina. Some of the steps they have taken include increasing economic diplomacy, where the country actively encouragebusiness meetings both at the G to G level and involving business people from both countries to discuss potential cooperation in various sectors. Interaction between business people from both countries can still be maximized through the role of the Indonesian Embassy in Sarajevo and authorities in BiH including chambers of commerce and associations.

Additionally, on various occasions, the Indonesian Embassy in Sarajevo has encouraged the participation of Indonesian business actors to participate in business events/forums in BiH, including Halal Fest, Tesanj Festival and Zenica Trade Fair. The Indonesian Embassy is also active in disseminating Indonesian promotional programs to business circles and chambers of commerce in BiH, including the Trade Expo Indonesia and the Indonesia Europe Business Forum which are held every October in Indonesia. The Indonesian Embassy also has an independent program entitled “Indonesian Weekend” which is held every June in Sarajevo. The program is an integrated promotion for products, culinary, tourism and socio-culture to the public in BiH.

Also, it was stated that the Indonesian Embassy meets with BiH stakeholders and business actors on a regular basis. If there is genuine potential, the Indonesian Embassy can facilitate and act as a mediator between the two business entities so that Bosnian entrepreneurs can develop the network and work with Indonesian partners. This could be done through letters or online meetings.

There are several Indonesian products and industries that they want to promote in Bosnia and Herzegovina, such as agricultural and plantation products. Indonesia has various superior products such as coffee, tea, spices, and other food products that are in high demand in the international market. We want to introduce these products to Bosnian consumers to expand market access.

Additionally, Indonesia’s manufacturing sector, especially in textile products, electronic equipment, and furniture, has high quality and attractive designs. We believe that these products can have their own appeal in the Bosnian market.

Also, similarities in consumer behaviour can be utilized to promote Indonesian halal products in BiH. Halal products are currently not mandatory in BiH, but in the future the demand for halal products will continue to increase and Indonesia can pioneer this need in BiH and the surrounding Balkan countries. Some halal products are related to cosmetics, body care, vitamins.

Finally, the country wants to promote Indonesia’s tourism sector. With cultural diversity and natural beauty, they hope to attract tourists from Bosnia and Herzegovina to visit Indonesia. Despite the distance constraints, there are data showing that BiH tourist visits to Indonesia until October 2024 amounted to 918 people, or an increase from 657 people from the same period in 2023.

Personal perception of Bosnia and Herzegovina

Bosnia and Herzegovina is a country with fascinating history, rich cultural diversity and stunning natural landscapes.

The breathtaking landscapes of Bosnia and Herzegovina has also left a lasting impression on him. These experiences not only highlight the country’s natural beauty but also reflect the resilience and spirit of its people.

“Indonesia, as a country with a large population and a developing economy, has a strategic role in the international community. We look forward to sharing experiences in sustainable development with Bosnia and Herzegovina, and jointly addressing these challenges through international forums. Overall, the next decade provides opportunities for both countries to support and collaborate in various fields, deepening mutually beneficial relations for the benefit of the people in both countries,” he says.
