Deputy Minister of Finance and Treasury of Bosnia and Herzegovina, Muhamed Hasanović, signed a decision today on financing early elections for the president of the entity of Republika Srpska.
Hasanović stated that the work of the Ministry of Finance and Treasury of BiH has been blocked, and the reasons for this, as he stated, lie in the political decisions of Milorad Dodik and Minister Srđan Amidžić.
“I signed the decision on financing early elections, but the minister refuses to certify it with an official seal, which prevents its implementation. My signature has never been disputed; delays are caused by procedural obstructions within the ministry itself. I would like to emphasize that, when it comes to paying 120 million BAM in the Viaduct case, there has never been a problem with the seal or my signature. However, when it comes to securing 6.4 million BAM for the organization of early elections, because it is related to the political fate of Milorad Dodik – a fugitive from the law and former president of RS – then a problem arises,” Hasanović wrote.
According to him, for three days no document has left the Ministry, with the explanation that the seal is locked. In practice, as he explains, this means that all orders, payments and documents are in the minister’s office. Therefore, according to him, the financing of the institutions of Bosnia and Herzegovina has been stopped, which threatens their work and the legal execution of the budget.
“According to our information, the seal should be available tomorrow, however, given that we have been continuously delayed since Monday, we can no longer trust such announcements. Since Monday, I have been making efforts to obtain the necessary documentation, and now I am additionally facing a delay in the availability of the seal. With such moves – the politics of the RS has been reduced to a personality cult and an attempt to preserve the political power of one man, instead of working in the interests of the citizens and institutions of Bosnia and Herzegovina,” said Hasanović.
The Deputy Minister of Finance and Treasury of BiH states that state institutions must not be hostages of personal interests, but must serve the citizens and strengthen trust in the rule of law.
“I call on the competent institutions to react and prevent further obstructions that threaten the work of state bodies and the rights of citizens,” concluded Hasanović.
The Central Election Commission of Bosnia and Herzegovina has called early elections for the President of Republika Srpska for 23 November 2025, which will cost 6,460,000 BAM.
The elections were called after the Central Election Commission of Bosnia and Herzegovina acted in accordance with the ruling of the Court of BiH and, in accordance with the Election Law, made a decision to revoke the mandate of the President of Republika Srpska, Milorad Dodik.
His mandate was revoked following a final verdict for disobeying the decisions of the High Representative. Dodik was sentenced to one year in prison, which he has since replaced with a fine, and a six-year ban on holding political office.
