High Representative Christian Schmidt, after the meeting of the political parties of the two coalitions of the three and the HDZ with the PIC members, said that BiH is a sovereign state, and that funds for the elections must be secured.
“BiH is a sovereign state, and the entities exist within the state,” said Schmidt.
He said that the actions of the authorities in Republika Srpska that question the constitutional framework of BiH are condemned, and that competencies remain at the state level and that the state decides whether these competencies will return.
“Decisions on the transfer of competencies can only be made by the Parliamentary Assembly. The political parties that were present from Banja Luka and we agreed that the sanctions are not directed against the citizens of RS. I call on all political actors to continue working. Certain changes need to be made so that we have elections next year. Funds for the elections need to be secured, I said that the 2026 elections will be in accordance with the OSCE recommendations. Attempts to block institutions are unacceptable. The Constitutional Court of BiH is the appropriate mechanism for resolving constitutional agreements,” said HR.
He said that the political parties present from Republika Srpska and the PIK members agreed that the issue of sanctions was not directed against the citizens of Republika Srpska.
Schmidt stressed that the state must provide funds for the elections for all polling stations and the international community still has concerns in this regard.
He also stressed that a policy of blocking, referring to the House of Peoples, is not the answer and that the authorities must adopt the budget.
Schmidt called on all political party leaders to do their jobs, saying that if they do their jobs, then he has no need to use the Bonn powers.
