The Chairperson of the Council of Ministers of BiH, Borjana Krišto, stated that the letter on the proposal to appoint the president of the Justice and Order List, Nebojša Vukanović, as the Minister of Security of BiH, contains only his name, but not who proposed him, and emphasized that “this is not a parliamentary majority” and that he has no support.
Krišto emphasized that representatives of the Serbian people elect and propose their representatives, just like Croats.
“As much as a majority is needed in the House of Representatives of the Parliamentary Assembly of BiH to confirm the appointment, it is also needed to make a decision on the appointment,” Krišto emphasized.
She said that the possible appointment of Vukanović as a minister is a matter of legal, but also political procedures.
“The position of minister, and also me as the Chairperson, is proposed by political parties in accordance with the political agreement made in the coalition. Today, we only have an agreement signed during the establishment of the Council of Ministers and I, as the Chairperson, have clearly defined in it which position belongs to which political option and which people,” Krišto told reporters in Sarajevo.
According to her, the obligation of the appointer is to respect the Constitution, in the sense that the minister comes from one entity or another, so that it is known for sure that there are an equal number of Bosniaks, Serbs and Croats.
She rejected media speculation that by allegedly not appointing Vukanović, she is violating the Constitution of BiH.
“Someone tell me where I broke the law. After the resignation of the Minister of Security (Nenad Nešić), which I accepted in accordance with the law, I immediately submitted it to the political partner to whom this position belongs according to the coalition agreement, which I still have today and which has not changed. I approached the SNSD for the position of minister and the candidate Goran Selak was proposed,” recalls Krišto, who is also an official of the HDZ BiH, adding that this candidate withdrew from the appointment.
Each position, she emphasizes, is reached by proposal of political parties, no other initiative.
“What is this but a political procedure that is related to the legal one? How can you appoint the chairman of the Council of Ministers, so that he or she makes a proposal?” asked Kristo.
Kristo stated that today the Draft Law on Administrative Procedure was established, which is extremely significant from many aspects, but also that it primarily ensures a more efficient and responsible Public Administration.
She also pointed out that the problems of carriers in road traffic were discussed at the session.
“Today we received new information from the Ministry of Communications and Transport, and we have also instructed that in cooperation with the Ministry of Communications and Transport, the two departments, namely the Ministry of Foreign Affairs of Bosnia and Herzegovina and the Ministry of Security, each from an aspect within their jurisdiction, try to come up with concrete activities in cooperation to solve this problem,” said Krišto.
She added that she will persist in this in order to reach concrete solutions.
