Leaders of six political parties that constitute parliamentary majority in BiH Parliament, after talks in Sarajevo have confirmed that they are one step closer to implementing the ‘Sejdić-Finci’ ruling.
They’ve agreed upon the issue of status of military assets, and BiH Council of Ministers would make expert ministerial commission that will propose the manner of implementation of military assets, said at the press conference host of the meeting and president of SBB BiH Fahrudin Radončić.
‘Head of the EU Delegation to BiH Peter Sorensen attended the talks related to ‘Sejdić-Finci implementation. We’ve talked about several ideas concerning this issue. We note the high interest of leaders of six parties to respect deadlines which we put on each other , while respecting the rights of everyone to elect and be elected. We continue the process of talks at the level of parties’ experts with the EU Commission representatives. Concerning the state property, we decided that, according to previous agreements, BiH Council of Minister form an expert group with three members and prepares the implementation plan in order to meet all deadlines’, said Radončić.
This is what we agreed upon, said president of SNSD Milorad Dodik, because we are aware of deadlines that must be respected.
‘I glad that we have a certain possibility to apply to the EU candidacy status by the end of this year, if we finish this two issues we’ve talked today, especially the ‘Sejdić-Finci’ ruling, by April’, said Dodik.
SNSD leader said that concerning the issue of state assets, there are earlier agreements and only the implementation of that agreement was needed, an agreement which was signed by SDA as well, and so there are seven parties that signed the property agreement, explained Dodik.
He added that the status of military assets has already been agreed upon, in some way, and said that according to the solution of the issue of military assets, other issues should be agreed upon as well.
‘The important thing is that we implement it, which implies that the agreement between entities must be made first. Promising military assets should be registered at BiH Defense Ministry and that ministry should use it as long as it needs. The moment that assets become of no use to Ministry, they will be returned to entities, municipalities and public institutions, and that is the solution’, concluded Dodik.
President of HDZ Dragan Čović said that the decision on implementation of ‘Sejdić-Finci’ ruling will probably be agreed upon at the meeting of leaders in April in Mostar.
‘I expect that we’ll end the chapter concerning ‘Sejdić-Finci’ ruling, and with that we’ll end the chapter concerning the election of BiH Presidency and BiH House of Peoples’, noted Čović.
Božo Ljubić, president of HDZ 1990 said that two options were presented concerning the election of members of BiH Presidency.
‘The first option was indirect election, while the second was direct election of members of BiH Presidency. I proposed that the election should be based on the principle on three electors, one from RS and two from FBiH, but this issue has not be finished yet. The most important thing is that we’ve agreed upon the format of the process, which should hopefully result with an agreement of six parties which will have the capacity in both houses of BiH Parliament and we hope that we’ll adopt the amendments to Constitution in relation to conditions of Strasbourg ruling, as well as to respect the rights of all, even the rights of constituent nations’, said Ljubić.
President of SDS Mladen Bosić said that he thinks that ,in short time, there will be a concrete suggestion which could be a solution to aforementioned issues.
‘We should wait a little more, by the next meeting which will be hosted by SDS. I believe that by that time we should have more concrete things to say to public. What we agreed upon today is that we do not say everything we’ve talked about at the meeting because it could jeopardize our future talks’, said Bosić.
President of SDP BiH Zlatko Lagumdžija said that at the press conference that there is a readiness to fulfill the demands of the EU before the deadline, and that BiH will have help that in the reasonable deadline moves towards getting the EU candidacy status.
‘It is obvious, regardless of the meeting, that there were many manipulations in the public. It is obvious that there are certain parties that are in the opposition and that do not have the legitimacy to be a part of the government, and they would be the happiest if we would to fail the issue of becoming a NATO member, and implement the ‘Sejdić-Finci’ ruling, and that they would also like, even as a minority to participate in some ways in the work of the government for next five-six years’, said Lagumdžija.
Concerning the Sorensen’s proposal on the election of BiH Presidency, Lagumdžija said the proposal is in reality the proposal of direct election adding that the elector system is the system of direct elections.
