Monitoring Coalition published Key Findings from Election Day Observation

The Coalition “Pod Lupom” published the key findings of the election day observation by 12:00 based on reports from its observers deployed at approximately every fifth polling station throughout the Republika Srpska.

By 12:00, the Coalition “Pod Lupom” had recorded 19 serious forms of election irregularities, which related to: 6 cases of lack of election materials, 5 cases of violation of election silence, 2 cases of ban on election observation, 2 cases of illegal publication of public opinion poll results, 2 polling stations without a list of polling station committee members, and 1 case each of pressure on voters and photography at the polling station.

An election irregularity that traditionally recurs from election cycle to election cycle is family voting, which was recorded at 23.7% of polling stations. As a procedural omission, voters were returned from the polling station because they were not on the CBS extract. From 1 to 10 cases of this omission were recorded in 20% of polling stations, while more than 10 cases were recorded in 0.9% of polling stations.

Two complaints at polling stations

Voters who used the assistance of another person when voting did not have proof that they really needed assistance when voting in 22% of polling stations. Observers also recorded that one person was helping several voters to vote in the booth in 9.7% of polling stations.

Voting without checking identification documents was allowed in 4 polling stations.

At one polling station, the secrecy of voting was threatened.

Observers filed 2 complaints at polling stations, and the Coalition “Under the Magnifying Glass” has so far submitted 7 initiatives to the CEC for action ex officio regarding election irregularities and one complaint to the GIK Banja Luka.

Voter turnout by 11:00 AM

The Coalition is also monitoring information on voter turnout. The recorded voter turnout in the Early Elections by 11:00 AM is 10.4% (with a margin of statistical error of +/- 0.05% at an interval of 0.95 percent accuracy). For comparison, the voter turnout in the previous 2022 General Elections in the Republika Srpska by 11:00 AM was 17%.

The Coalition has called on citizens to report any election irregularities they notice via the toll-free number 080 05 05 05 or the social networks of the Coalition “Under the Spotlight”.
