Due to the attack on the constitutional order of Bosnia and Herzegovina (BiH), the member of the Presidency of BiH, Denis Becirovic, is requesting an extraordinary session of the Presidency. At the same time, the Office of the High Representative (OHR) sends warning letters to officials of the Official Gazette of the Republika Srpska (RS). At the summit in Vilnius which will be held tomorrow, NATO will prioritize Ukraine, while a secondary topic, but very serious, will be the situation in BiH. New sanctions, or the arrival of NATO troops, how will the crisis continue?
Due to the denial of the Constitutional Court of BiH, in almost half of the country, and due to the earlier anti-Dayton and anti-constitutional acts adopted by the National Assembly of RS (NARS), Denis Becirovic requests:
“I demand the holding of an extraordinary session of the Presidency of BiH due to the escalation of attacks by the RSentity on the fundamental provisions of the Dayton Peace Agreement and the endangerment of the constitutional order of the state of BiH.”
Becirovic is supported by Zeljko, but not by Zeljka, in order for the extraordinary session to be held. Chairperson Cvijanovic is of the opinion that all of this is Becirovic‘s pointless idea and a point-blank shot. Who shoots from an empty gun is not important to OHR. In the letter, signed by the head of the legal department, Javier Diaz, they warn the management of the Official Gazette of RS that according to the Dayton Agreement, the High Representative is the final authority and interpreter of the Agreement on Civilian Implementation of the Peace Treaty, and that his decisions must be published.
During that time, by-laws for the Palace are being prepared in the NARS. The hot seat of the director of the Official Gazette was additionally ignited by letters from the OHR.
According to unofficial information, the signing of the decree regarding the disputed laws in the RS would mark the beginning of the mechanism of new political sanctions, from the OHR, the European Union (EU), to the United States (U.S.) blacklist. They are persistent in Banja Luka.
“The moment it comes to the president’s cabinet and when the legal team says that all procedural matters have been completed, and mitigating circumstance was that the Caucus of Bosniaks did not veto, it means that they agree with the laws, we will be in a position where it can be signed quickly, so as soon as that resolution is implemented“, said the President of the RS Milorad Dodik.
There are increasingly loud announcements that the hot political summer will fuel the arrival of NATO forces in BiH, due to, as our sources state, threatened peace. Supervisor for Brcko and first deputy of OHR Jonathan Mennuti warns that the status of the district is clear, and that the entities must respect it. The president of Serbia also admitted that the situation in BiH is complex.
“I believe that the situation there will be much more serious and difficult, after July 12th and 13th…”, said Serbian President Aleksandar Vucic a few days ago.
This coincides with the NATO Summit in Lithuania, and unofficial announcements that NATO troops will be sent to Brcko at the same time when the majority of EU members would introduce individual sanctions on the leadership of RS. With silent announcements of the expansion of the U.S.blacklist, with such coordination, the possible new Bonn powers of the high representative, it was assessed in political circles, would be strongly supported, N1 reports.
