Public Administration Reform Fund (PAR) has realized projects of building the capacity of civil servants and improving the business environment in BiH and the realization of benefits for citizens.
3,005 civil servants finished training in 5 projects of PAR in 2012.
Coordinator for public administration reform in BiH Semiha Borovac said: ” With those projects we’ve increased the level of knowledge and skills of civil servants in different fields. However, other institutions, should also participate in this process. I am satisfied with the response of institutions and with their readiness to engage themselves in the reform process. PAR Fund also had political support but that support must be stronger. We need a coordination mechanism that would include joint activities of governments.”
An example of such project is ”Transposing EU Legislation in the Legal System of BiH” which has educated 348 civil servants about types, techniques of transposing EU legislation in the legal system of BiH.
In 2012 the project “Improvement of rules and procedures for making laws, other regulations and general acts in BiH” has been implemented and thanks to its implementation for the first time in BiH , harmonized rules for the drafting of laws on all four levels of government exist.
Among the projects that were planned in 2013 year, PAR Fund will implement a project designed for RS. PAR Fund will provide software that will allow the Agency for Civil Service of BiH to have comprehensive data on vacancies; civil servants who fulfil the conditions for a transfer to another position.
In the area of e-government, the project ” Feasibility study for the application of systems – All in one place for business registration” will provide an overview of status of legislation in matters of registration and commencement of business at the level of BiH.
