In fact, this act, which determines the annual budget and expenditure in the sector of Defense of US, a few days ago passed in the US House of Representatives, and it is currently submitted to the Senate, where they expect the continuation of the procedure before it definitely comes into force.
One chapter in the National Law on Defense is devoted to the upcoming NATO summit, and in it are determined requirements, that, according to the requirements of the Congress, would be presented by representatives of the United States at this summit.
When it comes to our country, it is not explicitly indicated the support for the activation of the Membership Action Plan (MAP) in NATO, but it goes several steps further and requires amendments to the Constitution of BiH!
“Opinion of the Congress is that the United States, at the summit in Warsaw, should support the accession of Montenegro, continue to work with countries that want to become members in order to prepare them, to support MAP for Georgia, encourage Macedonia and Greece to resolve the name dispute and ask for Dayton 2 as an agreement to solve the constitutional issues in BiH,“ as stated explicitly, among other things, in this legislative act.
However, this act of the US Congress is not surprising if we consider that a group of 16 US congressmen, including some Democrats and Republicans, last year included in the procedure the request for a new resolution on BiH, in which, International Community calls for organization of the so-called Dayton 2.
The proponent of the resolution is congressman from Dayton Michael Turner, who has recently been very engaged in this region, who currently performs the function of the President of the Parliamentary Assembly of the North Atlantic Treaty Organization (NATO).
The reason for the request for Dayton 2 was the 20th anniversary of the Dayton Peace Agreement. Diplomats involved in this process claim that Turner should present the same request, verified by the National law and fully approved by the Congress, in Warsaw at the NATO summit and thus, practically, request radical changes in the structure of BiH on the world political scene.
