RS Government Urges UN Security Council to Shut Down Office of the High Representative

The Government of Republika Srpska has adopted the 33rd report to the United Nations Security Council, which was submitted to the UN Secretary-General and the member states of the Security Council by the Prime Minister of the Republic of Srpska, Radovan Višković. The report states that “the Office of the High Representative is undermining the constitutional order of BiH established by the Dayton Agreement and contributing to the destabilization of the country”.

The report submitted by the Government of the Republic of Srpska to the United Nations Security Council questions the legitimacy of the High Representative in BiH, Christian Schmidt, stating that he is acting in an autocratic manner. In response to Schmidt’s attempt to remove and imprison the President of the Republika Srpska, Milorad Dodik, the Republic of Srpska has initiated the process of returning the entity’s seized powers.

“As in the previous ones, this report in the first part emphasizes the strong support of the Republika Srpska for the Dayton Agreement, respect for the sovereignty and territorial integrity of BiH and its unwavering commitment to peace. Support for Dayton also means that the Republika Srpska rejects the possibility of BiH being governed by an unelected foreigner without any accountability, which is a clear violation of the clear provisions of the Dayton Agreement, the democratic constitutional order of BiH and the sovereignty of the country,” the statement states.

Ramiz Salkić, a member of the National Assembly of the RS, believes that such reports are, as he calls them, copy-paste reports.

“They have no meaning and no power, nor is anyone there reading them except the Russian ambassador. It is completely clear that the entity government is not authorized to send such reports. Anyone in Banja Luka, Sarajevo, can write a document and send it to the Security Council,” says Ramiz Salkić, member of the National Assembly of the RS.

In addition to the emphasis on the submitted Report, certain remarks were made to each other by the President of the Republika Srpska and the Prime Minister of the Federation of Bosnia and Herzegovina.

“Please read Nikšić, the Prime Minister and the President of the SDP, the SDP of BiH, and everything will be clear to you. He says; I stand for Bosnia without entities and without constituent peoples, I stand for BiH with one president. That would always be a Muslim because there are the most of them. I stand for this and that, for citizens, I stand for Bosnians and Herzegovinans, that is his message, there are no Serbs anywhere, there are no constituent peoples, and we naively believe that this is a coincidence”, said the President of the RS, Milorad Dodik.

“I told him that in Brussels when we were there. He very often uses one nation, calls it by a religious group. Muslims probably, thinking that he is insulting someone. I told him then in Brussels that as far as I am concerned, it is not an insult at all and that he could accept that part, of course we are all Bosnians and Herzegovinans. Orthodox, Muslims and Catholics, however one feels. Everyone is in a hurry that it is not. In his desire to offend someone, I think he has no arguments for what he wants,” emphasizes the Prime Minister of the Federation of Bosnia and Herzegovina Nermin Nikšić.

Analysts see in the Report sent to the UN Security Council an attempt by the President of Republika Srpska to once again make himself a negotiator.

“I don’t think anyone should or should do that for both moral and legal reasons. It’s just an attempt to return to the political scene of those who left it in the past months,” explains political analyst Esad Bajtal.

“This is in no way different from a visit to Israel, a conversation with Putin and the like. This is something that I don’t think will bring results, and probably leaves the impression to his own audience that something is being done and he is trying to dig himself out of this situation he found himself in. What is now a completely new moment that no one can answer what will happen. We all know that America has completely changed its policy, that until recently the US ambassador left Bosnia and Herzegovina, and we are waiting for a new one. If there will be one, we have no idea who it will be,” says political analyst Dragan Markovina.

Markovina adds that it is realistic to wait for the further international unfolding of all this and what America’s policy towards Bosnia and Herzegovina will actually be, BHRT writes.
