The Federation of Bosnia and Herzegovina has launched further activities to establish the “Child Alert BH” system, which would enable urgent public notification in cases of missing children. The Government of the Federation of Bosnia and Herzegovina (FUP) today tasked the Federal Ministry of Internal Affairs with coordinating the establishment of this system. The Government also formed an operational working group, which should propose how it will function within three months.
The Government of the Federation of Bosnia and Herzegovina accepted FUP’s information on the activities undertaken so far to establish and develop the “Child Alert BH” system.
By the adopted conclusion, the Federal Ministry of Internal Affairs was tasked with coordinating, in cooperation with the FUP, further activities on establishing, implementing, and operational functioning of the public emergency notification system in cases of missing children.
The Operational Group Has a Three-Month Deadline
The government formed an inter-departmental working group that will, within three months, draft and propose the model of institutional, technical and operational management of the system.
Its members will include the representatives of the Federal Ministry of Internal Affairs, the FUP, the Federal Prosecutor’s Office of the Federation of Bosnia and Herzegovina, the Federal Ministry of Transport and Communications, the Financial-IT agency, JP Autoceste FBiH, and the Centre for Safe Internet/MFS-Emmaus.
Upon the invitation of the chairperson, representatives from state and cantonal levels of government, as well as the Brčko District of Bosnia and Herzegovina, may also join the working group.
Telecom Operators Also Joining
For technical and infrastructure support for the system’s functioning, cooperation is planned between the competent federal institutions and the Centre for Safe Internet/MFS-Emmaus, BH Telecom, HT Eronet, the Financial-IT Agency, and other relevant entities.
The goal is to ensure the necessary infrastructure and data exchange for efficient functioning of the system, in accordance with applicable regulations.
The drafting of operational procedures and inter-sectoral alert protocols is also planned, which will regulate the roles and responsibilities of participants, as well as the procedures to be followed by competent institutions.
How Will the System Be Financed?
The Federal Ministry of Finance has been tasked with reviewing, in cooperation with the Federal Ministry of Internal Affairs and the FUP, options for planning and securing funds for continuous work and maintenance of the system.
This underscores the need to finance its development, implementation, and regular updating, along with the corresponding operational procedures and protocols.
The Federal Police Administration will be obligated to regularly report to the FBiH Government, via the Federal Ministry of Internal Affairs, on the implementation of the adopted conclusions.
