Dozens of meetings, working lunches, and dinners have so far re-employed chefs who had to feed and drink the echelon of politicians who parade at the residence of the United States (U.S.) ambassador and the Delegation of the European Union(EU). However, the political agreement and the famous compromise that the international community wholeheartedly calls for did not happen yet. Deadlines were set several times and then postponed.
The U.S. representative for electoral reform, Matthew Palmer,and the representative of the European Commission, Angelina Eichhorst are coming to Sarajevo for the third time in the last two months, where they are trying to be a mediator in the solution, calling for an agreement between the parties in Bosnia and Herzegovina (BiH). But, their approach was perhaps best described by the representative of the Jewish community in BiH, Jabob Finci, who mentioned that foreigners would not be needed here if that political parties in BiH could agree on their own.
An agreement for the Presidency of BiH is imperative for Dragan Covic and HDZ. Bakir Izetbegovic told that he is ready to seek a compromise on this issue, provided that the House of Peoples of Federation of BiH (FBiH) is resolved in parallel in order to avoid blockades of government in FBiH.
To recall, the government in FBiH is still the same from 2015, considering that no agreement was ever reached for a new government, nor for filling the council in the Constitutional Court of FBiH. The key is with FBiH President Marinko Cavara (HDZ).
On the other hand, the HDZ accuses the SDA of striving for unitarism, fearing alleged Bosniak domination.
In such circumstances, foreigners try to “inspire” domestic actors in different ways for an agreement. And that approach might make sense if in parallel one whole entity, ie the government of that entity (SNSD) does not pursue secessionist policy, literally humiliates and destroys state institutions, does not recognize the BiH Constitutional Court and its decisions,and even announces the formation of the RS army.
In such conditions, individuals from the international community note that the time for the Election Law is running out. The fact that foreigners have no idea how to solve this problem is shown by information from diplomatic circles that there is a story about the election law at the meetings that some in Europe are increasingly mentioning about how BiH is about to split into two parts, and therefore, an agreement for Election law should be reached as soon as possible. This is, among other things, blamed on the negotiator on behalf of the EU, Angelina Eichhorst.
On the 25th anniversary of the Dayton Agreement, German Foreign Minister Heiko Maas said that there is no place in the EU for those who deny war crimes or glorify war criminals. And that is evidently clear and unambiguous, but for some, denying the genocide in BiH is a matter of compromise and an attempt ofdialogue.
Ultimately, BiH needs a solution in the long run, not a hasty solution for an international diplomat to win a point for successful mediation without any reference to what this country will look like in five or ten years.
