The General Director of Elektroprivreda Bosnia and Herzegovina (BiH), Sanel Buljubasic, and Sedzad Milanovic, Minister of Economy of the Central Bosnia Canton (CBC), signed in Travnik the Concession Agreement for the construction, development, equipping, use and maintenance of the “Vlasic” Wind Power Plant, as well as annexes to the concession agreements for the photovoltaic power plants “Gracanica 1″ and “Gracanica 2,” in the area of the Municipality of Bugojno.
By signing the agreement, cooperation between Elektroprivreda BiH and the CBC is envisaged on projects of mutual interest, with a special focus on improving energy infrastructure, security of electricity supply, and support for the development of industrial and economic capacities.
Through cooperation on the “Vlasic” wind power plant and the photovoltaic power plants “Gracanica 1″ and “Gracanica 2,” preconditions are being created for the realization of future investments and projects that will contribute to economic growth, the opening of new jobs, the improvement of the energy system, and the strengthening of cooperation between cantonal institutions and public enterprises, which are of strategic importance for BiH.
The “Vlasic” Wind Power Plant, which will have up to nine wind turbines with a total capacity of 50 MW and an estimated annual production of 112 to 116 GWh, will be built on an uninhabited plateau of Vlasic at an altitude of 1.850 meters, which is 1.000 meters higher compared to the Podvelezje plateau.
The value of the investment is 90 million euros. At the end of December 2025, the Council of Ministers of BiH determined proposals for loan and grant agreements with the German Development Bank (KfW) for the implementation of the wind power plant project, with a total value of 38.43 million euros, including accompanying measures.
With the consent of the European Bank for Reconstruction and Development (EBRD), in December 2025 the final phase of procurement for the construction of the photovoltaic power plants “Gracanica 1″ and “Gracanica 2″ was published, the Contract on the Right to Build facilities with a total capacity of 45 MW was concluded, and activities related to connection to the transmission network are underway, as well as procedures relating to expropriation and the change of land use.
