According to the information of the Central Election Commission of BiH, the Draft Law on the Budget of BiH Institutions and International Obligations of BiH for 2022, which should be on the agenda of the Council of Ministers of BiH in the part of expenditures of the Central Election Commission of BiH, it envisages the total amount of 13,003,000 BAM, ie it envisages an insufficient amount of financial resources in relation to the request of the Central Election Commission of BiH. In relation to the necessary funds, the draft budget for the Central Election Commission of BiH is lower by approximately 2,500,000 BAM, the CEC announced today.

In the basic budget request for 2022, the Central Election Commission of BiH expressed the need for the Central Election Commission of BiH in the amount of 12,858,000 BAM, of which 9,768,000 BAM for the Special Purpose Program – Implementation of the General Assembly in 2022.

The Central Election Commission of BiH also submitted the Annex to the budget request for increasing the funds for the implementation of the General Elections in 2022 by 2,000,000 BAM due to the planned increase in fees for members of polling stations.

Considering that the basic budget request and the Annex to the budget request were submitted in 2021, due to inflation and increasing prices of goods and services, the Central Election Commission of BiH submitted a request for additional 800,000 BAM for the 2022 General Elections.

“We emphasize that the request of the Central Election Commission of BiH for 2022 amounts to 15,658,000 (not including a possible increase in salaries of civil servants), of which 12,568,000 BAM for the implementation of the General Elections in 2022.

We call on the Council of Ministers of BiH to take into account the above facts when considering and adopting the Draft Law on Budget of BiH Institutions and International Obligations of BiH for 2022, ie we invite the authorities to harmonize the proposed Draft with the budget request of the BiH Central Election Commission.

We especially emphasize that the funds for the implementation of the General Elections in 2022 should be operational in the next two days, ie. to 06/02/2022 and that in this regard it is necessary for the Council of Ministers of BiH to make a special decision on the financing of the General Elections in 2022, because otherwise their holding on 02.10.2022. will be the most seriously endangered “, it is stated in the statement.
