Voters who cannot leave their home or the institution where they live will be able to vote in this year’s General Election on October 4 via a mobile team, where, as before, their votes will be enveloped and counted in the Main Counting Center, the Central Election Commission (CEC) of BiH told Srna.
The CEC states that the Rulebook on the Conduct of General Elections in 2026 in BiH regulates the voting method for all categories of voters, including blind, illiterate or disabled persons, as well as persons who are tied to their homes due to age, illness or disability, and for voters who reside in institutions and have the right to vote.
For persons who are tied to their homes due to old age, illness or disability and for persons who reside in institutions and have a voter parvo, municipal or city election commissions will form mobile teams that, according to the established procedure, visit homes and institutions and enable voting for persons who are on the voting lists via a mobile team.
The rulebook stipulates that in cases where it is not possible to perform authentication based on a fingerprint, the voter’s identity is verified by checking a valid personal document, after which a printed certificate of identification without authentication is issued, signed by the voter and placed in the box provided for that purpose.
When voting by a voter who is blind, illiterate or a person with a disability, the voter has the right to use the help of another person he chooses and with the approval of the president of the election committee, which is recorded separately.
The rulebook also stipulates how voters who reach the polling station can vote, but due to physical obstacles and the lack of adaptation of the space to their disability, they cannot enter the polling station.
A special place with a voting booth is arranged for such persons in front of the polling station, and after they have finished voting, the person chosen by the physically disabled voter takes the ballots in a protective folder and places them in the scanner, and returns the protective folder to the member of the polling board.
