‘Circle 99’ calls for Protection of BiH Sovereignty after Adoption of Croatian Parliament Resolution

The association of independent intellectuals Krug 99 rejects the Resolution of the Croatian Parliament of July 10, 2026 on “strengthening the political position of Croats in Bosnia and Herzegovina”, assessing that it represents unacceptable interference in the internal affairs of the sovereign and internationally recognized state of Bosnia and Herzegovina.

“This act represents nothing more than an open, hegemonic encroachment into the internal affairs of another sovereign and internationally recognized state. By expressing disdain for this kind of policy, Circle 99 simultaneously manifests the national and state dignity of Bosnia and Herzegovina, determination to build a modern civil state, and absolute rejection of further ethnicization of the political system,” the statement of Circle 99 states.

Krug 99 reminds that in the Memorandum from 2019, it invited the Republic of Croatia to an open and good-neighborly dialogue on all open bilateral issues, including the border, state property, maritime rights and infrastructure projects.

Instead of dialogue, they believe that the adoption of this resolution continues the practice of political intervention in the constitutional order of Bosnia and Herzegovina.

The association points out that the institutions of the Republic of Croatia have no constitutional or political authority over the constitutional arrangement of Bosnia and Herzegovina and rejects any attempt at international affirmation of concepts that, in their opinion, deepen ethnic divisions and distance Bosnia and Herzegovina from the development of modern civil democracy.

Circle 99 also warns that the judgments of international courts for war crimes and joint criminal enterprises cannot be relativized or politically reinterpreted, and believes that any attempt to rehabilitate policies related to this legacy represents an unacceptable attitude towards victims and international law.

At the same time, they point to, as they state, the unprincipled attitude of a part of the international community and certain European political actors towards procedures which, through acts of the highest institutions of neighboring countries, encroach on issues of the internal political structure of Bosnia and Herzegovina.

In anticipation of the upcoming elections, Circle 99 calls on the citizens of Bosnia and Herzegovina to use their right to vote and support policies that advocate the sovereignty of the state, the equality of all citizens, democratic institutions and European values.

The association also calls on state institutions and political entities to inform the United Nations Security Council, European Union institutions and international political partners about this issue, with the aim of protecting the sovereignty, constitutional order and international position of Bosnia and Herzegovina.
