Foreign Trade Chamber of BiH: New Rules for Goods entering the EU from April 1st

New rules for the entry of goods into the European Union (EU)will take effect on April 1st. The Indirect Taxation Authority of Bosnia and Herzegovina (ITA BiH) has been informed by the European Commission about changes in procedures for goods entering the EU, the Foreign Trade Chamber of BiH announced.

Before arriving at customs, all goods transported by sea, inland waterways, and rail into or through the EU, including postal and express shipments, will be subject to new requirements, according to the announcement.

The statement adds that affected economic operators will be required to submit security and safety data via the Entry Summary Declaration (ENS) by referring to the EU’s second-generation Import Control System 2 (ICS2).

Economic operators affected by this change can access the ICS2 system through their own internally developed IT system or via an IT service provider for submitting ENS data.

Companies that are not ready to implement the new rules by April 1st should contact the National Service Center of the EU member state where they are registered and have obtained their EORI number no later than March 1st to request an extension for implementation or an activation date. This can only be granted based on a submitted request, the statement adds.
