After a lengthy delay, Bosnia and Herzegovina has officially adopted its Reform Agenda—an essential step to qualify for the first disbursement of funds from the EU’s Growth Plan for the Western Balkans. The announcement was made by EU Enlargement Commissioner Marta Kos.
“Congratulations, Bosnia and Herzegovina, on adopting your Reform Agenda! This is great news for the people of BiH. Improved roads, rail connections, digital infrastructure, and more are on the way—thanks to our Growth Plan for the Western Balkans,” Kos posted on X. She also expressed her gratitude to Borjana Krišto, Chairwoman of the Council of Ministers of BiH, for enabling this progress.
Bosnia and Herzegovina was the last country in the Western Balkans to submit its final Reform Agenda to the European Commission. The reform plans from Albania, Kosovo, Montenegro, Serbia, and North Macedonia were approved back in October 2024.
So far, the European Commission has released pre-financing from the Growth Plan to North Macedonia and Albania in March, to Montenegro in May, and to Serbia in June 2025. Kosovo has yet to complete necessary procedures, including ratification of the relevant agreements, to access its portion of the funds.
