Minister of Finance and Treasury reveals when BiH will adopt the Budget

The Minister of Finance and Treasury of Bosnia and Herzegovina, Zoran Tegeltija (SNSD), said today in Sarajevo that the BiH Parliament should adopt the budget for 2023 by the end of the first quarter of the year at the latest if there are no blockades.

As he explained, in order for the budget of the BiH institutions for 2023 to be adopted, the BiH Global Fiscal Framework must be approved by the Fiscal Council of BiH, which consists of the prime ministers and finance ministers of the entities, as well as the chairman of the BiH Council of Ministers and the Minister of Finance and Treasury of BiH, Fena reports.

Tegeltija expressed hope that the process of forming the Fiscal Council will be completed quickly and an agreement will be reached regarding the Global Fiscal Framework, and then the technical part of the work will remain with the Ministry of Finance and Treasury.

According to Tegeltija, the Ministry of Finance and Treasury of Bosnia and Herzegovina has been working on projections and budget preparation for the entire past year.

Projections indicate that the budget should amount to around 1.2 billion KM for the financing of the institutions and the same amount for external debt servicing.

“What the Ministry of Finance and Treasury lacks is the Global Fiscal Framework. The key question is how much money we get from the Single Account of the Indirect Tax Administration. After that, everything will be finished quickly,” believes Minister Tegeltija.

He says that in the talks regarding the formation of the Council of Ministers of Bosnia and Herzegovina, they set the deadlines to which they committed themselves, although this was not specified in the Agreement signed by the coalition partners.
