novalic (1)Amendments to the Ordinance on the Implementation of the Income Tax Act currently represents an additional burden, said the Prime Minister of FBiH, Fadil Novalic.

“However, we need to know that it is planned that – as a measure of the Reform Agenda, together with the amendments to the Law on Contributions and the Law on Personal Income Tax – it makes the whole change of the system of calculation of taxes and contributions,” as announced from the Office of Prime Minister of FBiH.

Moreover, the inclusion of fees that are not salaries (food, transport …) in the tax base, as emphasized in the statement, will have a neutral fiscal effect, since contribution rate will be reduced for the corresponding percentage.

Adoption of amendments to the Ordinance on the Implementation of the Income Tax Act is a legal obligation of the Federal Ministry of Finance which originates from General Collective Agreement.

Office of the Prime Minister of the FBiH fully supports the work of the Federal Ministry of Finance, and they will work together on amendments to all necessary legislation in order to fully implement the measures in the Action Plan of the Reform Agenda as soon as possible, which is aiming to change the system of calculation of taxes and contributions, thus creating favorable conditions for employers, as announced from the Office of Public Relations of the Government of the FBiH.
