Platform Istinomjer published an analysis of the three-year mandate of the Council of Ministers of Bosnia and Herzegovina, comparing the work of this convocation with the pre-election promises of the ruling parties in BiH.
At the beginning, they stated that the government at the state level was formed by SDP BiH, Narod i Pravda, Naša stranka, HDZ BiH, SNSD and United Srpska, and that these parties continue to participate in the work of the Council of Ministers.
According to the analysis of Istinomer, out of a total of 251 promises, seven promises were fully fulfilled, while the fulfillment of 15 of them was assessed as progress. Activities for the realization of 109 promises have been started, while the largest number of promises, 118 of them, still have the status of unstarted after three years of mandate.
“During the third year of the mandate, the only promise that was deemed fulfilled related to the introduction of a unified public procurement system, which is a promise of the People and justice. During 2025, the BiH Public Procurement Agency, through the information system developed with the support of USAID, carried out eight centralized public procurements. It is worth mentioning that this is a technical and administrative promise, which did not require political agreements and compromises,” says Istinomjer.
They mentioned the adoption of the First Individually Adapted Partnership Program (ITPP) between Bosnia and Herzegovina and NATO in October 2025, a significant step forward in the process of approaching the NATO alliance.
As for European integration, Istinomjer states that in the third year of the mandate, there was no progress in meeting the conditions for joining the European Union.
“Although the reform agenda was adopted within the framework of the Growth Plan for the Western Balkans, which was accepted by the European Commission, the institutional steps necessary to withdraw the money have not yet been taken. Even during the third year of the mandate, the key conditions for the opening of negotiations have not been met, including the adoption of the new Law on the High Judicial and Prosecutorial Council harmonized with EU standards and the Law on the Court of Bosnia and Herzegovina. Despite the formal opening of negotiations in March 2024, the chief negotiator has not yet been appointed nor have explanatory screenings been started,” it is stated in analysis.
They pointed out several pre-election promises that are in progress, and mentioned the digitization of public administration and the legalization of cannabis for medical purposes.
“The results of the fulfillment of promises after the third year of the mandate show that the BiH Council of Ministers worked without the political will to implement more demanding and structural changes. Although technical and normative advances were achieved in certain areas, they were not accompanied by systemic reforms nor did they result in a significant increase in the number of fulfilled pre-election promises,” states the end of the Istinomer analysis.
