The deputies of the House of Representatives of the Parliament of the Federation of Bosnia and Herzegovina adopted the Budget Proposal for 2025, which amounts to 8,248,547,700 BAM. 52 votes “for”, three “abstentions” and 25 “against”.

During yesterday’s debate, the deputies proposed 41 amendments, and the Government of the Federation of Bosnia and Herzegovina partially accepted one amendment of the Commission for Local Self-Government.

The budget proposal must also be confirmed by the House of Peoples of the Parliament of the Federation of Bosnia and Herzegovina.

Explaining the Budget Proposal, the Prime Minister of the Federation of Bosnia and Herzegovina Nermin Nikšić said yesterday that they managed to finish last year without a rebalance and that they planned funds for all purposes that they consider very important.

He pointed out that 50 million BAM is planned for assistance to flooded areas, 100 million BAM for subsidies and refunds to small and medium-sized enterprises when it comes to the decision on the minimum wage, as well as 200 million BAM to cantons and 50 million BAM to cities and municipalities.

FBiH Finance Minister Toni Kraljević stated at a session yesterday that the proposed budget is 773.7 million or 10 percent higher than the previous year.

“Tax revenues projected in the 2025 budget amount to 6,198.9 million BAM and are 863.9 million or 16 percent higher than the previous year,” said Kraljević.

He added that revenues from personal and corporate income taxes are planned to amount to 117.8 million BAM, while contributions for pension and disability insurance are planned to amount to 3,618.9 million BAM, and that revenues from indirect taxes, which are collected on the single account of the Indirect Taxation Administration, are planned to amount to 2,482.2 million BAM, which is 205.3 million BAM more than the previous year.

“Regarding current transfers to individuals, the most significant item is 4,741.3 million BAM, which is 429.3 million more than in 2024. The most significant transfer and transfer to individuals, the payment of pensions, is planned for more than 332 million BAM. The transfer for persons with disabilities, non-war invalids to the distribution of the Federal Ministry of Labor and Social Policy, is planned in the amount of 285 million BAM, which is 40 million BAM more than in the previous budget 2024,” Kraljević said yesterday.

During the debate, the opposition claimed that the FBiH Government was acting arrogantly because it gave lawmakers a short deadline to consider the budget and that they did not see any essential solutions for pensioners and oncology patients.

They also appealed for the adoption of the Forest Law in order to resolve the huge money leakage. They claim that they do not see the reason why the budget was not proposed in the regular procedure, and that they expect the fiscal reform to finally be completed.

The Speaker of the House of Representatives of the Parliament of the Federation of Bosnia and Herzegovina, Dragan Mioković, said yesterday that the regular session, which was supposed to begin after the end of the extraordinary session, will be postponed until the beginning of next week, Federalna writes.
