“Political Kindergarten” In The House Of Peoples Of BiH

More like a political kindergarten than the highest legislative body. That’s what the session of the House of Peoples of Bosnia and Herzegovina (BiH) looked like at times. Although there were announcements that there would be no quorum, the session was still heldbut without much use. Law proposals failed, the debate was heated, and once again there were no dismissals of SNSD personnel. In short, the session was yet another episode of the dysfunction of state institutions.

The session of the House of Peoples was abruptly interrupted. After the Laws on the financing of institutions and the Amendments to the Law on the High Judicial and Prosecutorial Council (HJPC) were rejected, the proposer of the Law on the Court, Marina Pendes, requested regular instead of the announced urgent procedure, after which Nikola Spiric decided to end the session. He later found an excusehe did it because of Eid al-Adha.

The mentioned laws were rejected by eight delegates from the Bosniak caucus, two delegates from the Serb caucus, and Zlatko Miletic from the Croat caucus, the same delegates who had previously announced they would not attend the session because the Rules of Procedure were violated. Namely, the item on the dismissal of SNSD personnel was again placed at the end of the agenda.

It should be recalled that the amendments to the Law on Financing of Institutions had previously passed the House of Representatives. This is the proposal by delegate Marinko Cavara, according to which persons on the blacklistincluding himselfwould be allowed to receive their salaries in cash. The Law on the HJPC does not meet European standards for most delegates, and interestingly, SNSD voted for a proposal regarding an institution they had declared unconstitutional.

The request for the dismissal of the member of the House Collegium Nikola Spiric, as well as SNSD ministers Stasa Kosarac and Srdjan Amidzic, first appeared on the agenda in February. It still hasn’t been considered.
