Results of Project “Drafting Legislation on Electric Energy” Presented

struja4Results of the project “Development of Legal Framework for Electricity in BiH” in line with the European acquis was presented to representatives of institutions from the electricity sector and key actors in BiH at a working seminar held from 11-12 July 2013 in Vlašić.

Political Advisor and Special Representative of the EU to BiH Amila Ibričević welcomed the participants and stressed the importance of this project for the European integration to BiH.

Deputy Director of the Energy Community Secretariat Dirk Buschle presented the views of the Secretariat on the current situation regarding the implementation of the European legislation in BiH.

During the seminar, members of the consulting team presented various aspects of the third energy package that should be included in national law and implemented, which is an essential obligation of BiH as a party of the Energy Community.

The main aspects of the legal framework for electricity in BiH were demonstrated, such as the separation of transmission system, distribution system of operators and suppliers, as well as international cross-border exchange.

A model of electricity markets at a high level was presented, which was made by the project team, and which includes the areas of greatest importance for the further harmonization of local law with European ones.

After the presentation there was a discussion in the form of an open table.

The project of creating a legal framework for electricity in BiH that is in line with EU standards, financed by the EU, deals with preparations for the harmonization of legislation in the energy sector in BiH at the level of the state, entities and Brčko District.

It promotes reform in the electricity sector in accordance with the terms in the treaty of the Energy Community and the Stabilization and Association Agreement between BiH and the EU.

This project, which is worth 1,3 million euros, is being realized by AAM Consulting Ltd as the head and the Directorate for the Protection of Competition of Estonia as a partner, announced the EU Delegation to BiH.
