After Slovenia introduced sanctions against SNSD President Milorad Dodik, the illegally elected Government of Republika Srpska (RS) convened.
It was announced that they are expressing protest against what they call a unilateral and politically motivated decision to impose a ban on entry into the Republic of Slovenia on Milorad Dodik.
Because of that, they decided to introduce a ban on entry into this Bosnian and Herzegovinian (BiH) entity for the President of Slovenia, Natasa Pirc Musar, and the Deputy Prime Minister and Minister of Foreign Affairs Tanja Fajon.
“In order to protect the political and institutional integrity of RS, the Government of RS, in accordance with international practices, is adopting reciprocal measures, and is introducing a ban on entry into RS for Natasa Pirc Musar, President of the Republic of Slovenia, and Tanja Fajon, Deputy Prime Minister and Minister of Foreign and European Affairs in the Government of the Republic of Slovenia,” it is stated in the announcement.
The Ministry of Internal Affairs was ordered to prevent them from entering the territory of the RS entity, as well as to escort them outside the borders of this entity in case of their stay in the RS.
However, it is important to emphasize that according to the Constitution of BiH and the Law on Movement and Stay of Foreigners, it is exclusively the state of BiH that has the authority to approve or deny entry to foreign citizens.
This means that the entities, i.e., RS and Federation of BiH (FBiH), do not have the authority to independently regulate issues of international relations or border control.
It is already known that the competences of the entities relate to internal matters, but not to those diplomatic or regarding the movement of foreigners.
Entities may tell a certain diplomat that he or she is not welcome, but they cannot prevent them from entering the territory of the entity if BiH has approved their entry, Klix.ba writes.
