The Government of the Canton Sarajevo (CS) announced its non-adoption of the Draft Law on Amendments to the Law on Affiliation of Public Revenues of the Federation of Bosnia and Herzegovina (FBiH) and indicated that the coefficient (in Bosnian: ponder) reduction will be applied from January 1stnext year.

“Although the House of Peoples of the Parliament of the FBiH did not adopt the Draft Law on Amendments to the Law on Affiliation of Public Revenues at its session on Thursday, the CSMinistry of Finance reminds the public that this law was adopted earlier in both houses of the FBiH Parliament, which reduces the coefficient of the CS from 1.9 to 1.5, and every year by 0.1,“remind the Government of the CS.

CS indicates that this means that this canton will receive 130 million BAM less in the budget for 2023, which will greatly impair the functionality of this canton. They also reiterate that several appeals have been filed against this law with the Constitutional Court.

In the meantime, several constitutional appeals have been filed against this law, due to gross violations of procedures and other laws during its adoption, which disturbed fiscal balance and committed fiscal violence without clearly presented fiscal analyzes and assessments. Due to all this, the Ministry of Finance and the Government of CS except that the Constitutional Court of FBiH will annul such a law as soon as possible, ” it was noted by the CS Government.

They emphasized that the FBiH House of Peoples on Thursday only overturned a new amendment to the law, according to which the application of a new reduced coefficient for the CSwould begin immediately this year.

CS also calls on the “working group formed by the FBiH Government to come up with a solution to the new, comprehensive and fairer law on the affiliation of public revenues based on analyzes and studies of economic experts, and not by unprofessional and political interference of some deputies in the fiscal policy of the FBiH,” Klix.ba writes.
