Except for increasing the highway charges, the FB&H intends to increase fees for public roads by additional 0.05 KM and introduce a special excise tax on heating oil.
Namely, at the last session the Government of FB&H accepted the information on the status and measures for the regulation of relations in the management and financing of public roads and instructed its representatives on the Governing Board of the Indirect Taxation Authority of B&H to consider the possibility of separating the tolls for other public roads from other public revenues as it is done with fees for highways and to ensure adequate monitoring of the use of those funds.
The same representatives are tasked to launch an initiative through the Department of macroeconomic analysis for analyzing and examining the possibility of excluding the earmarked funds generated from the road fees from the basis for the calculation of VAT (influence on retail price/the principle of excise tax), as well as to direct the part of surplus VAT generated (up to one percent is recommended) towards investments for construction and reconstruction (primarily highways, speed and main roads).
The relevant ministries are obliged to undertake necessary measures so that the oil products are imported via railways, to ensure adequate control of their sales and undertake measures to disable the use of heating oil as a propellant.
By analyzing the source incomes for financing of public infrastructure, it was concluded that an adequate and more permanent solution for financing of the railway infrastructure should be searched for, also taking into consideration the option which includes allocation of 0.05 BAM for these purposes from the retail price of oil products. Moreover, it is demanded that an initiative is launched for the introduction of special excise tax on heating oil, i.e. the abolition of the regulation on exemption from the obligation to pay the roads fee for heating oil for all users and to enable the refund or the return of subsidies from public incomes to the users who prove the purposeful use of heating oil.
