State Budget for 2026 adopted with a Seven-month Delay

The House of Peoples of the Parliamentary Assembly of Bosnia and Herzegovina adopted the state budget for 2026, in amount of 1.58 billion BAM, which will enter into force immediately after its publication in the Official Gazette of Bosnia and Herzegovina.

The draft law on the budget was adopted with nine votes in favor, one against and five abstentions, which means that there was a general and entity majority.

The BiH Presidency sent the Budget Proposal to the parliamentary procedure, requesting an urgent procedure. This is how the Budget Proposal was adopted in the House of Representatives of the Parliamentary Assembly of BiH.

The House of Peoples also voted for an emergency procedure, but with one vote against and six abstentions. Delegate Kemal Ademović questioned such a procedure because it means that no one has the right to propose amendments to the budget.
“Under the guise of urgency, they are trying to hide inaction and they are trying to prevent us from repairing the damage that is being done to Bosnia and Herzegovina. If you had not taken away my right to amendments, I would have had a lot of suggestions,” said Ademović.

Minister of Finance Srđan Amidžić, whose ministry prepared the budget, addressed the session, talking about the fact that the budget had been in the drawers of the BiH Presidency for two months.
“In the end, they sent it to the parliamentary procedure without any changes, they asked for an urgent procedure because it is an election year,” said Amidžić.

The total revenues, receipts and financing of the institutions of BiH within the budget for 2026 amount to 1,580,500,000 BAM, which is an increase of 10 million BAM, i.e. one percent compared to the budget of the institutions of BiH for 2025.
The most significant increase in funding was recorded by: SIPA (17 million BAM), OSA (9 million BAM), the Court of BiH (5 million BAM), the Prosecutor’s Office of BiH (4 million BAM), the Border Police (13 million BAM) and the Ministry of Defense (43 million BAM), Klix.ba writes.
