In response to the calls and offers that the coup d’état and the threat to peace caused by the brutal attack on the constitutional and legal order of Bosnia and Herzegovina should be resolved through talks or negotiations, we are obliged to reiterate our previously expressed positions, and above all, the position that there are no negotiations on respecting the Constitution, laws, the Court, the Prosecutor’s Office and other institutions – the statement of the Coalition of Three (Troika) deputies in the House of Representatives of the Parliamentary Assembly of BiH states.
It is added that there are no talks on any topic with those who carry out the coup, block the work of institutions, misuse public funds and threaten a return to the 1990s.
“For us, our interlocutors can and are only those people who respect the rule of law. The international community – the USA, the EU and its members, the UK, Turkey and NATO – have offered a clear and unambiguous response. Their messages about the need to respect territorial integrity, sovereignty, the Constitution and the rule of law were very clear and unambiguous,” the statement states.
The Troika party deputies in the House of Representatives of the BiH Parliament emphasize that they greatly appreciate that certain actors have decided to impose sanctions on Milorad Dodik and other fugitives from the BiH judiciary.
“We also appreciate their willingness to expand the list of sanctioned individuals in the coming period, as well as to consider additional measures, of which we consider the freezing of assets to be particularly useful. We also call on other international actors to follow their example without delay,” the Troika states.
At the same time, they add that they are using the opportunity to send a message to “individuals within technocratic structures in certain EU institutions, who, through the so-called “de-escalation proposal”, propose that Dodik be exempted from criminal prosecution in exchange for his repentance and the withdrawal of all unconstitutional laws: you do not have and will not have partners for that in us”.
“Such ideas are in complete conflict with European values and practice, with the principles of the rule of law and the laws of BiH, and therefore we consider them absolutely unacceptable and, worst and most dangerous of all, encouraging future separatist activities.
We strongly send a message that anyone’s position or advancement within any international institution through the creation of a false semblance of normality and “crisis resolution” through “equalization” of all parties, is not and will never be more valuable than the protection of peace, stability, constitutionality and legality of the state of Bosnia and Herzegovina.
Our priority commitment remains the fulfillment of EU priorities, and we express our readiness to act quickly on this issue as soon as the work of the Council of Ministers is unblocked and the blockades of SNSD ministers that we are witnessing are made impossible,” state the deputies of the Troika parties in the House of Representatives of the state parliament.
In the statement, they add that the good news is that the first step towards ensuring the full functionality of the Council of Ministers of BiH can be taken in the next few days, and they call on the Chairperson of the Council of Ministers, Borjana Krišto, to do so, in accordance with the Law on the Council of Ministers of BiH, by appointing the missing Minister of Security.
“Once again, we support the judicial and security agencies of Bosnia and Herzegovina in carrying out their tasks, so that the current crisis can be ended as soon as possible, exclusively respecting the decisions of the judicial system of BiH and the legal obligations of these institutions.
We will direct all our resources to gathering support, so that all actors of the international community, as well as their institutions present in BiH, in the interest of the security and stability of the state, provide full support to domestic judicial and security institutions,” states the statement of the Troika deputies in the House of Representatives of the Parliamentary Assembly of BiH, submitted by the Public Relations and Marketing Service of the SDP BiH.
