The European Commission proposes Montenegro’s EU Accession Agreement

The European Commission will propose to the Council the establishment of a technical working group to draft the Accession Agreement with Montenegro.

According to Montenegrin media, this is outlined in the draft Progress Report on Montenegro, which the Commission will present today.

Furthermore, Montenegrin media, citing diplomatic sources from Brussels familiar with the draft, reports that Montenegro could receive a proposal for a new financial package as early as the fall of next year, provided it maintains comprehensive progress in its preparations for European Union (EU) enlargement.

The draft report states that the European Commission is ready to support the country’s goal of closing several negotiating chapters by the end of the year.

Diplomatic sources from Brussels emphasize that the European Commission will remain committed to Montenegro’s ambitious agenda throughout 2025 if all conditions are met.

The draft also notes that maintaining broad political consensus on key reforms is essential for Montenegro’s further progress on its path to the EU.

The Progress Report is the most important document for evaluating the achievements of candidate countries on their way to EU membership.

The enlargement package for all candidate countries will be published today, following approval by the College of Commissioners.
