Time is running out for the Formation of the Federation of BiH Government

There is no end in sight to the saga surrounding the election of the Government of the Federation. A new twist after Igor Stojanović, as the second vice-president of the Federation, refused to sign Bradara’s Decision on the appointment of the Federal Government. Time is running out until the statutory deadline expires, and it seems that every day we are further away from the confirmation of new federal ministers.

But, regardless, Dragan Čović claims that the session of the House of Representatives will be next week, when the Government of the Federation should also be confirmed.

“I want to inform the citizens that I will not give my consent to the decision to appoint the Government of the Federation,” Refik Lendo, the Vice President of the Federation of Bosnia and Herzegovina, said.

This is how Refik Lendo spoke from the first day of his appointment to the position of Vice President of the Federation and remained true to his position. He says there are three reasons why he did not officially sign the Decision delivered to him by the president of the Federation Lidija Bradara.

“First, there is no winning party in these processes. Number two, The decision was made in violation of the Constitution and the law, and without the consent of the two vice-presidents of the Federation, as regulated by the Constitution of the Federation. here I will show you how she ignored me and the second vice president Igor with that latest decision, and made the decision herself that she intends to send to the FBiH Parliament. Let me show you how it should look, you can see two stamps, it should be like that and hers is not. the third reason is that I don’t know those people who were proposed when it comes to the election of the FBiH Government,” he said.

And the Constitution of the Federation clearly states that the President of the Federation, with the signatures of both vice-presidents, appoints the Government of the Federation and sends it to the House of Representatives of the Federal Parliament for confirmation with only two signatures. Regardless, the Decision on the appointment of the Prime Minister of the Federation and ministers in the Government of the Federation will, with only one signature, be before the representatives in the House of Representatives and, as things stand, already next week, the chairperson of the House of Representatives of the Federation Parliament confirmed this for BHRT.

“Regardless of the number of signatures of the Federation leadership, the meeting will be held and the decision of the leadership will be discussed at it,” Mirjana Marinković-Lepić, Speaker of the House of Representatives of the FBiH Parliament said.

Bradara was left without another signature because of the names of the ministers in the new FBiH Government. Igor Stojanović did not make any statements, but he announced on his Facebook profile that he wrote a letter to the leaders of the SDP, HDZ and NES parties, and explained why he did not give his consent for the new Government of the Federation of BiH because, as he says, he does not want start your work burdened with affairs and compromised personnel.

“Candidates Kljako Anel, Sanja Vlaisavljević and Hopovac Almin are the candidates for whom I ask you to reconsider whether the public’s fear in Bosnia and Herzegovina is justified that they will perform the functions to which you propose them with dignity. In view of the near-constant media criticism of the above-mentioned candidates, I request that you initiate all mechanisms to verify their credibility in terms of performing the proposed functions,” Igor Stojanovic, Vice President of the Federation of Bosnia and Herzegovina, said.

HDZ BiH leader Stojanović’s move is justified by saying that his partner took a few days to think, but he expects a signature on Monday and clearly states that he will not change his candidates.

“Mrs. Bradara, as the president of the Federation, also received the signatures of the political options that guarantee that we have a sufficient number of supporters in both houses, of course this should be harmonized with other elements of the Constitution of the Federation and the Electoral Law, including what was imposed by the high representative from October 2 last years. So, we are working as if it will happen on the 6th and I am convinced that we will have the House of Representatives scheduled when we can do it in accordance with the Constitution and the law,” Dragan Covic, president of HDZ BiH.

And we are back at the beginning of the story. For some according to the law and the Constitution, for others contrary to those same legal provisions. If the announcement of the Speaker of the House of Representatives of the Federation Parliament comes true and she schedules a session, maybe 98 representatives in the Federal Parliament will be able to defend the majority and find a way out of the situation
