A nameless dismissal and a seat with strong support. Nikola Špirić remained in the Collegium of the House of Peoples. Who is to blame? The initiators. Who is deserving? Partners. Don’t you understand? Don’t worry, the delegates didn’t even know who they were dismissing – Špirić or Ademović – that’s why both of them remained in their positions. All this after numerous interruptions, unnecessary discussions, violations of the Rules of Procedure and, in the end, a strong alliance.
Nothing to do with Špirić’s dismissal, Ademović remained in his seat
“All 15 delegates are present at the session, 5 from the Serbian, 5 from the Bosniak, 5 from the Croat people,” said Špirić, the chairman of the House of Peoples of BiH (SNSD) at the beginning.
And after 4 hours and 3 breaks, Špirić again: “Even after an hour, we do not have a quorum. So the only thing left for me to state is that I am closing today’s session.”
And, the session, regardless of the better initial numerical situation, had a premonition of such an epilogue from the first minute. Špirić kept his seat, although it was not even clear whether his was shaky at all. The mistake in the steps and the nameless replacement were to blame for everything, so later wisdom was supposed to clear things up.
“The five of us who signed the request decided that the material for today’s session should be delivered before the start of the session itself. I want to clearly emphasize that our request was clearly addressed to Mr. Špirić,” said delegate Želimir Nešković (SDS).
Pointless – removed. The material is unnecessary for the SNSD, the request is crystal clear in accordance with the functions.
“Dear Chairman Mr. Špirić, respected First Deputy Mr. Ademović, respected Second Deputy Mr. Čovič – just to make it clear who is in which position and what is today’s agenda item. My people, you don’t know how to write a request, and you would like to lead the state. Very strange,” said delegate Radovan Kovačević (SDS).
“I have no problem with the House declaring my dismissal on some initiative, but the procedural situation is like this and the documents are like this,” said Kemal Ademović, First Deputy Chairman of the House of Peoples of BiH (NiP).
“When my colleagues asked me to, conditionally speaking, sign this document, I must say that I was a little disappointed – as far as I’m concerned, I believe that all three of you should be dismissed for multiple violations of the Rules of Procedure, one for doing something, and the other for not doing it,” said delegate Zlatko Miletić (ZNG).
The person called says that he did not violate the Rules of Procedure, and that he scheduled the meeting in accordance with them. He just didn’t explain how there were only 3 days in the period from February 6 to 18.
“You yourself said how absurd it is that one member of the College makes a proposal for the dismissal of another member of the College, that should not even be commented on, and that is why we emphasized very clearly that we will not support any dismissal, as some here said that they will support every dismissal”, said Dragan Čović, second deputy Speaker of the House of Peoples of BiH (HDZ BiH).
There was no lack of such requests, at least verbal ones, even today.
“It would be best if all three of you resigned. Some say that would be fair. That would mean that you would admit to yourself that the government you formed at the beginning of 2023 is not functioning,” said delegate Dženan Đonlagić (DF).
The admission came from Čović himself: “The government is not functioning, we will not prove anything else today.”
But he proved it. HDZ. During the break, just before the session resumed. By entering the Marina Pendeš hall, having a short conversation and demonstratively leaving.
“We just said goodbye,” said Špirić.
For some, it was a greeting, and for others, a surprise.
“I am surprised that Špirić’s seat is vital to the HDZ’s national Croatian interest,” said delegate Vuković (PDP).
The third party is not surprised.
“They had the option to form a government in the House of Representatives and to form the Council of Ministers without Dodik. They didn’t listen, they got into this game and now they are acting like such political amateurism,” Đonlagić added.
Instead of a resolution, a new plot, instead of a deblockade, a new blockade, and all this on the eve of March, when with empty pockets and empty parliamentary halls we hope for a new light from Europe.
