BiH Authorities to be assigned a Date for the Beginning of Negotiations with the EU by the end of the Mandate?

zvizdicQuestionnaire is the next, very demanding stage on the path of European integration of BiH which will also be very important for the European Union and BiH because by answering to several thousand questions in the questionnaire we will make a detailed analysis of situation in key fields in BiH: politics, economy, social activities, education, judiciary – all segments of life and work in BiH.

This was stated by the Chairman of the Council of Ministers of BiH Denis Zvizdić on the occasion of the upcoming delivery of questionnaire from the European Commission. Namely, the European Commissioner for Neighborhood Policy and Enlargement Negotiations Johannes Hahn will hand over the questionnaire with more than 3.000 questions to the Chairman Zvizdić on December 9.

Questionnaire of the European Commission for preparation of opinion on request for membership is an analytical instrument of enlargement policy of EU used by the European Commission to assess the readiness of a country which submitted request for membership to obtain a candidate status and open negotiations on accession to the EU.

Zvizdić said that answers to this question will also provide and answer to the level of quality of coordination in BiH, i.e. “the fact that every time on several thousands of questions we will have to present an answer which will have to be based on harmonized attitude. In other words, BiH will have to answer in one voice so that the European Commission and European Union treat it and accept it as a credible partner in that stage of European integration”.

Zvizdić stated that BiH is in the process of translating the necessary answers and laws – several thousands of different decrees and laws which must be translated to English language.

“In that sense, our institutions must be additionally reinforced, institutionally and in terms of staff. However, based on clear commitment to European integration and based on the fact that those processes have been going in a positive direction so far, we can express a dose of optimism,” Zvizdić said.

Taking into consideration the practice with countries in the region, Zvizdić stated that after the delivery of answers the European Commission has the right to prepare a set of additional questions, especially is some basic questions are not treated well or if they find the answers inadequate.

“I am convinced that on the basis of our answers the European Commission will create a positive opinion about the candidate status of BiH. I believe that BiH will obtain the candidate status by the end of 2017 or by the end of the mandate of this government. It is even possible that we get a framework date for possible opening of negotiations by the end of 2018,” said Zvizdić.
