The Council of Ministers of Bosnia and Herzegovina, on the proposal of the Ministry of Security of Bosnia and Herzegovina, adopted the Decision on determining international border crossings for the transport of weapons and military equipment, dangerous, explosive and radioactive materials and dual-purpose goods.
The decision determined the international border crossings for the import, export and transit of these goods in road transport (Doljani, Bijača, Kamensko, Izačić, Gradina, Gradiška, Brod, Orašje, Rača, Vardište and Klobuk), in air transport (Sarajevo, Mostar airports , Banjaluka and Tuzla) and in railway transport (Brčko, Šamac, Čapljina, Martin Brod and Zvornik).
It is specified that the transportation of goods through the international border crossing “Brod” will be carried out in the period from 22:00 to 06:00, and only for the export and import of liquid petroleum products, liquefied petroleum gas, petroleum bitumen, and liquid and granular sulfur. Transportation across the international border crossing “Gradiška” will be carried out on weekdays from 10:00 PM to 6:00 AM.
The Decision will enter into force on the eighth day from the day of its publication in the Official Gazette of Bosnia and Herzegovina, and then the previous Decision on Designating International Border Crossings for the Transport of Weapons and Military Equipment, Dangerous, Explosive and Radioactive Materials and Dual Purpose Goods will cease to be valid.
Formed Working Group for Harmonization of Regulations on Weapons and Ammunition
The Council of Ministers of Bosnia and Herzegovina, at the proposal of the Ministry of Security of Bosnia and Herzegovina, adopted the Decision on the formation of a Working Group for the harmonization of regulations on weapons and ammunition with each other and with the legal acquis of the European Union.
Representatives of the Ministry of Security of BiH, the Directorate for European Integration of BiH, the Ministry of Internal Affairs (MUP) of the Republika Srpska, the Police of Brčko District of BiH and the Ministries of Internal Affairs of the cantons in the Federation of BiH were appointed to the Working Group. Ermin Pešto from the Ministry of Security of Bosnia and Herzegovina was appointed as the chairman of the Working Group.
The task of the working group is to harmonize the regulations on weapons and ammunition within six months from the entry into force of this decision so that they are harmonized with each other in Bosnia and Herzegovina, as well as with the relevant valid acquis of the European Union.
Currently, 12 laws on weapons and ammunition are in force in Bosnia and Herzegovina. Given that these laws, as well as by-laws, are not harmonized with the relevant legal acquis of the European Union, as well as with each other, the problem arises on the ground when natural persons with a military license pass from the territory of one canton to another or from an entity to a district. In addition, the procedure and rules for harmonizing cantonal regulations with the acquis of the European Union have not been determined at the cantonal level of government.
After completing the task, the Working Group will submit a report with conclusions to the BiH Council of Ministers.
Cessation of the state of natural or other disaster in the territory of BiH due to Covid-19
The Council of Ministers of Bosnia and Herzegovina, at the proposal of the Ministry of Security, passed the Decision on ending the state of natural or other disaster in the territory of Bosnia and Herzegovina, which was declared in March 2020 due to the danger of the spread of the infectious disease Covid-19.
With the adoption of this decision, the activities of all institutions that have jurisdiction in this area return to normal.
Previously, entity governments revoked their decisions on declaring a state of natural disaster, i.e. emergency, and the World Health Organization announced that the disease Kovid-19 is not considered a public health threat that causes international concern.
This decision will enter into force on the day of its adoption and will be published in the Official Gazette of Bosnia and Herzegovina.
Established annual quota of work permits
The Council of Ministers of Bosnia and Herzegovina, on the proposal of the Ministry of Civil Affairs, in the second round of voting passed the Decision on determining the annual quota of work permits for the employment of foreigners in Bosnia and Herzegovina for the year 2023.
The total annual quota of work permits for the extension and new employment of foreigners in Bosnia and Herzegovina in 2023 is 3,995, of which 2,435 work permits apply to the Federation of Bosnia and Herzegovina, 1,400 to the Republika Srpska, and 160 work permits to the Brčko District of BiH.
In 2023, there was an increase in the total annual quota of work permits, which in 2022 amounted to 2,540 work permits.
Regardless of the annual quota of work permits for the employment of foreigners in BiH established by this decision, work permits may also be issued in cases prescribed by Article 65 of the Law on Foreigners.
