At yesterday’s session of the House of Peoples of the Parliamentary Assembly of Bosnia and Herzegovina (PABiH), the budget of BiH institutions for 2025 was adopted.
Ten delegates voted for the budget, four abstained, and no one was against.
This is the budget submitted by the Ministry of Finance and Treasury, which came onto the agenda after the proposal of the BiH Presidency did not pass.
The adopted budget amounts to 1.5 billion BAM, and compared to the proposal of the BiH Presidency, it differs in that it does not include funds for financing seven cultural institutions of state significance and funds for repaying the debts of BHRT. With this budget, allocations for the Armed Forces of BiH (AFBiH) will be increased, members of the BiH Presidency Zeljko Komsic and Denis Becirovic confirmed earlier.
The budget proposed by Amidzic plans funds for a one-time assistance of 1.000 BAM to state employees with the lowest salaries, as one form of compensation, because they did not receive a salary increase due to the budget not being adopted. Also, the base for employees in state institutions will be increased.
The budget was presented at the session by Minister of Finance Srdjan Amidzic (SNSD). He said that the budget was sent into procedure in December last year, then in January this year, and after the session of the Fiscal Council, it was again sent into procedure in March. He said that the reason for the delay was not in the Council of Ministers, but in those who wanted revisions. He stated that it is important that we do not enter 2026 with the base from 2024.
Given that the budget was adopted in the same wording as in the House of Representatives, it enters into force. All conclusions that were proposed alongside the budget were rejected.
