BiH got 700 Million Euros to recover from the Floods, mostly Credit Funds

Sasa Magazinovic, a delegate to the Parliament of BiH, requested an answer from the Council of Ministers of Bosnia and Herzegovina regarding the amount of funds collected at the Donors’ Conference after the large floods in 2014 and how much arrived in BiH. According to official information of the Council of Ministers, BiH got 700 million Euros in help, of which half a billion Euros are in the form of credits.

Close to 70% of objects and fields that were affected by the floods in 2014 were private property. Despite this, those affected got only 139.7 million Euros as non-returnable grant funds, while most of those funds were credit funds which BiH citizens will have to return.

The total damage caused by the floods in 2014 in BiH are estimated to be 2.037 million Euros, 70% of which was to private property. At the international Donors’ Conference, which was held in Brussels in 2014, 810.5 million Euros were pledged to BiH. 139.4 million Euros are grant funds and 670.7 million are credit funds. An additional 41.4 million Euros of funds for cross border activities between BiH and Serbia were pledged.

The Ministry of Finances and Treasury coordinated between the institutions of BiH.

According to the financial review of approved funds for BiH up to October 31st, 2016, which was adopted by the Council of Ministers in March of this year, 691.5 million Euros, or 85% of pledged funds, have been transferred to BiH. Of those funds, 139.7 million Euros are grant tunds and 551.8 million are credit funds.

Of those funds, BiH paid out 299.2 million Euros, of which 89.5 million are grant funds and 209.8 million are credit funds.

International organizations paid out 15.7 million Euros to BiH for cross-border cooperation, of which the state paid out 1.3 million Euros. Besides that, the EU allocated a total of 57.7 million Euros, of which 44.6 million was paid, for emergency, intervention, and humanitarian aid.

What isn’t clear is under what conditions BiH was granted those credit funds.
