The Ministry of Human Rights and Refugees of Bosnia and Herzegovina (BiH) published on the public procurement portal a tender for the procurement of a passenger motor vehicle – a limousine, worth 94.000 BAM without VAT.
Minister Sevlid Hurtic confirmed in an interview that the Ministry is procuring a limousine for his needs, which was foreseen in the public procurement plan for this year.
According to the Rulebook on the terms of procurement and the manner of using official vehicles in BiH institutions, ministers in the Council of Ministers of BiH are allowed to use upper middle-class vehicles with a purchase value of up to 130.000 BAM.
When asked about the technical specifications for the driver’s seat with massage, the minister stated that he does not deal with it and does not prepare the technical specifications of the car.
Damjan Ozegovic from Transparency International BiH (TI BiH) explains that each contracting authority has the discretionary right to procure goods, works, and services according to its needs as it assesses, but it should strive for the highest quality for the least amount of money.
“In this particular procurement, we see that this is not the case, and we especially need to keep in mind that the technical characteristics can have a limiting effect on the competition since a whole set of conditions has been set for the equipment that the vehicle must have,” he states, Detektor reports.
