BiH received more than 70 Questions in the Part related to the Public Administration

dragan_cuzulanBiH received more than 70 questions from the European Commission in the part related to public administration, but many questions, not only in this but in all areas, is actually consisted of several sub-questions so that the total number is much higher,” said coordinator for reform of public administration, Dragan Cuzulan.

Questions from the public administration are grouped into six segments, which correspond to the key issues for the reform of public administration from the enlargement strategy of the European Commission, and SIGMA principles of public administration. These dimensions are also the pillars of the Strategy for reform of public administration for the next mid-term period, which is in the process of preparation.

Cuzulan stated that a number of institutions at all levels, including cantons, will answer the questions in the field of public administration. Many of these institutions were previously included in the reform process of public administration, but not all of them.

They already received a number of questions from the Directorate for European Integration on which they should answer by the end of the month.

“Questions are related to the level of political support for the reform of public administration at the various levels of government, there was a consensus on the scope of the reform. We will respond to more questions such as whether the strategy has an action plan with timeline and clear information regarding the responsibility for the implementation, costs and sources of funding, whether financial sustainability of reform is provided in the medium term expenditure framework; how is ensured consistency of HR practices all across the country; whether there are guidelines on the content of information that public bodies proactively publish,” said Cuzulan.

He says that he should give information on how many institutions maintain a website and how many of them are updated regularly, and what has been done to ensure the openness and transparency of state administration.

Cuzulan stated that they received some additional questions, in the field of fight against corruption (two questions), which is related to the quality management, and another question from the field of European standards.
