BiH to propose Ban on the Increase of Cigarette Prices?

The Board of Directors of Indirect Taxation Authority adopted the information of the Working group for amendments to the Law on Excise Duties of BiH, in which was proposed the introduction of a moratorium on the further increase of specific excise taxes on cigarettes during the period of three years, which should put a stop on periodic increases of prices that have been legal obligation until now.

The information of the Working group stated that Draft of the Amendments to the Law on Excises was created, and it was submitted to the ITA BiH.

This will be the subject of draft of the law because the draft has not been adopted yet, but an initiative.

“The second conclusion of the Working group refers to conducting measures for repressing the black market for tobacco products. Therefore, we propose the formation of a Working group which, besides representatives of ITA, inspections of entities and Brcko District, would also include representatives of law enforcement agencies,” as stated by the Working group.

In the text was also stated that the adoption of these proposals requires the consensus of all members of the Board of Directors and that the material will be adopted by a simple majority in case that there is no consensus.

The increase of excises was based on the legal provisions that referred to EU directives, and thus BiH had the highest prices when it comes to regional countries, i.e. countries that are not part of the EU.

The Working group for drafting amendments to the Law on Excise Duties of BiH was established according to the decision of the Board of Directors of Indirect Taxation Authority on the basis of analysis of taxation of cigarettes and tobacco products for the period 2009 – 2018.
