The Government of the Sarajevo Canton has obliged all public sector bodies of the Sarajevo Canton to submit complete Information on concluded employment contracts by April 1, 2022.
The obligation applies to administrative bodies, services, institutes, agencies, directorates and administrative organizations, legal entities with public authority in the Canton, public institutions and companies founded by the Canton, and companies in which the Canton participates with more than 50% of total capital.
As stated by the Minister of Justice and Administration of CS Darja Softic Kadnic, the goal is to strengthen transparency in the work and establish control mechanisms for spending public funds, and to continue activities in the field of fight against corruption.
“Employment through employment contracts is common in cantonal institutions and this segment has been identified as one of the areas that poses a significant risk of corruption and all institutions need to eliminate these irregularities, “the minister said.
The submitted information and their detailed analysis are preparatory actions for the beginning of the application of the electronic Register of contracts in public sector bodies in CS, at the Office for Anti-Corruption and Quality Management of CS, which will be publicly available, following the example of seven other established registers, she added.
“By publishing them, the public sector in Sarajevo Canton has become the most transparent in Bosnia and Herzegovina, but also beyond,” the minister said.
She emphasized that the intention of the Government is to eliminate all the observed anomalies in the current long-standing practice of hiring people on the basis of employment contracts.
“An analysis of concluded employment contracts will be performed in order to create preconditions for reducing expenditures for these purposes, but also to detect hidden labor relations and determine possible needs for announcing vacancies for jobs provided by the regulations on systematization, so these jobs can not be performed through work contracts, all for the purpose of more adequate management of human resources at the level of the Canton in the future “, the Minister pointed out.
