The company “Digitalni ozon”, owned by Darko Mladić, reported the revenue of 4,537,534 BAM over six years with only one employee. The institutions it did business with include the Regulatory Agency for Communications of Bosnia and Herzegovina, the Ministry of Justice of Bosnia and Herzegovina, the University of Mostar, the University of Tuzla, the Employment Institute of Republika Srpska, and the University of East Sarajevo. Through 27 public contracts, the company secured business with a total of 573,395.40 BAM, including VAT.
Darko Mladić, son of Ratko Mladić, a general of the Army of Republika Srpska who was convicted by a final judgment for genocide in Srebrenica, terrorizing citizens of Sarajevo, persecution, extermination, and other crimes, is an owner of the company “Digitalni ozon” from Banja Luka, which has been doing business with public institutions in Bosnia and Herzegovina for years.
Over six years, the company reported 4,537,534 BAM in revenue, with a single employee. The Communications Regulatory Agency of Bosnia and Herzegovina, the Ministry of Justice of Bosnia and Herzegovina, the University of Mostar, and the University of Tuzla are among the institutions with which it concluded tender contracts.
More than Half a Million BAM through Public Contracts
As most of the companies are close to the authority, its task is to access citizens’ database, offering servers, software, computers, and computer equipment, printers… According to data published in the Žurnal article, through 27 public contracts, the “Digitalni ozon” secured contracts worth a total of 573, 395, 40 BAM including VAT.
Draško Milinović is the head of the CRA (Communications Regulatory Agency), who is extremely close to the SNSD party. In this institution, which manages telecommunications, broadcasting, and media in Bosnia and Herzegovina, he has appointed people close to him to various positions. Aleksandra Košarac is among them, the wife of Staša Košarac, the Minister of Foreign Trade and Economic Relations of Bosnia and Herzegovina, who thanked Ratko Mladić for his “courage and strength.” Milinović shares the same feeling; he used to be a director of the Radio-Television of Republika Srpska, which broadcast the war criminal’s funeral live. However, he “helps” in a different way. He divided the software maintenance for the inventory of fixed assets and small tools, as well as the portal and software for invoicing and collection tracking, into three slots. He signed all three contracts on March 24 of this year with “Digitalni ozon” – worth 24, 570; 13,748; and 13,806 BAM including VAT. The signature of the company’s director, Nikola Kukrić, is also on the contract.
Deals with the University in Mostar and Tuzla
With two contracts, the University in Mostar supported the business of Mladić’s sons. In response to a competitive request, “Ozon” submitted an offer for a livestock tracking navigation system and communication infrastructure for the Faculty of Agriculture and Food Technology. A contract worth 14, 859 was concluded on April 29, 2025.
Less than three months later, the University needed to design a “new functionality of the GPS collars and web application for GPS collars” for the same faculty. The contract worth 18, 133 BAM was signed on July 18, 2025.
As Žurnal newspapers write, Darko Mladić also tracks the students of the University of Tuzla, as he is required to do so by contract for “Procurement of Software for Tracking Carriers of Students and Alumni,” within the “Gender Equality in Academia and Research – GEAR” project. The agreement was concluded on April 3, 2025, and citizens paid 6,435 BAM for it.
Most Jobs in Republika Srpska
But the most generous financiers are in Republika Srpska. The Entity Institute for Employment, located in Pale, leads by far. Across ten jobs, the total figure stands at 325,866 BAM. The University in East Sarajevo, with “Digitalni ozon,” collaborated through six deals with a total worth of 144,091 BAM, including tax.
Among the contracting authorities are also the Kinoteka of RS, the East Sarajevo Public Library, the Slavija Sports and Recreation Center from the same city, and the Municipality of Višegrad.
Mladić’s Partners
When the Ministry of Security of Bosnia and Herzegovina confirmed in early June this year that there is a problem with the operation of the biometric data processing software, the company “Page” from Istočno Novo Sarajevo, owned by OgnjenBorovina and Igor Golijanin, who is also a director, was also mentioned. Along with an “American partner,” it developed this system. The European Union financed it with about five million BAM, and the Council of Ministers of Bosnia and Herzegovina put it into operation only after its warranty had expired.
Weeks before admitting publicly that the issue exists, the processing of applications for visa issuance and residence permits for foreign nationals in Bosnia and Herzegovina was suspended. According to then media reports, due to the system blockade, several foreign delegations scheduled for official visits to Bosnia and Herzegovina had to cancel their trips.
The company “Page” hedged itself from everything and shifted the responsibility onto the Ministry of Security of Bosnia and Herzegovina. Interestingly, they cited the warranty as the reason.
“After the warranty period expired, no regular system maintenance procedure was initiated, which is a standard and obligatory practice for technical systems as complex and extensive as this,” they stated.
“This exact company was part of a consortium with the ‘Digitalni ozon’ in two tenders. The citizens paid a total of 891, 168 BAM for the maintenance of the “Power BI System” of the Institute for Employment of Republika Srpska across three lots.
In the second contract, for the maintenance of server and network infrastructure, another company appears – this one from Novo Sarajevo. “TwoTech” is owned by Emir Mehanović, Kemal Kalajdžisalihović, and Ešref Salković. The total value of the job confirmed on January 5th this year is 58, 000 BAM.
In addition to institutions, establishments, and public enterprises, the “Digitalni ozon” website also features the UNDP logo: “the leading organization of the United Nations fighting to end the injustice of poverty, inequality, and climate change.”
Mladić’s Finances
According to data from the Akta database, “Digitalni ozon” was founded in 2017, but operated at a loss until 2020. A sudden success is recorded in the year of the coronavirus pandemic, when it reported revenue of 789,418 BAM. The following year, the figure was even higher – 976, 511. In 2023, Mladić generated 839,629 BAM in revenue in Bosnia and Herzegovina; in 2024 – 557, 760 BAM; and last year – 468, 929 BAM.
To add, the son of war criminal Ratko Mladić also operates successfully in the IT sector in Serbia. His company there is named “Impact” and records millions in revenue.
“Digitalni ozon” did not respond to Žurnal’s inquiry.
