President of Bosnia and Herzegovina entity Republika Srpska Milorad Dodik signed the Decree on the Promulgation of the Law on Amendments to the Law on the Publication of Laws and Other Regulations of the Republika Srpska, which the National Assembly of the Republika Srpska adopted at the Seventh Special Session, held on June 21, 2023.

This law refers to the termination of the obligation to publish the decisions of the High Representative in the Official Gazette of the RS.

In a statement from the Cabinet of the President of the RS, it is stated that Dodik did this on the basis of Article 80, paragraph 1, point 4 of the Constitution of the Republic of Srpska.

After the seventh special session, the eighth session was held at which the Law on Non-Application of Decisions of the Constitutional Court of Bosnia and Herzegovina was adopted.

The High Representative in BiH previously made a decision to annul the decisions of the National Assembly of the RS.

“The law abolishing the obligation to publish the decisions of the high representative in the Official Gazette of the RS will not enter into force, and all procedures related to the adoption of that law have now been completed. I also decided that the law adopted by the National Socialist Republic of Serbia on the non-implementation of the decisions of the Constitutional Court Bosnia and Herzegovina cannot enter into force on the territory of that entity, and all legislative procedures in the adoption of this law have also been completed,” said Schmidt.
