The idea of founding Željezničar came from Dimitrije Dimitrijević who in 1920 suggested it to his colleague and friend Ludvig Leple.

According to the data at the official site of the club – along with Stjepan Katalinić they formed an initiative board from which the first administration of the club was created as well, led by the construction engineer Hinko Tegzeš.

All workers of the Željeznice contributed to the founding of the club. The first ball was bought, the first sports equipment, the trainings were held at the military exercise area Egzecirz, some signs of the club were made and the girls embroidered a locomotive on their T-shirts which became their official sign.

In the first match, Željezničar lost against Napredak with 1:5 and the first score for Željezničar was made by Dimitrije Dimitrijević.
