The Federal Government has set out the Draft Law on Amendments to the Law on Production and Transport of Arms and Military Equipment (NVO) in the Federation of BiH regulating the obligation of the competent institutions and business entities of the Federation of Bosnia and Herzegovina to implement the Law on Arms Production and Military Equipment of BiH and the Law on Control foreign trade of weapons, military equipment and special-purpose goods.
The purpose of this Law is to fulfill the obligations of the FBiH on the harmonization of regulations in the area of production and replacement of arms and military equipment derived from the Law on the Production of NVOs in BiH and in the area of import and export of NVOs and control of import and export of dual purpose products derived from the Law on Foreign Trade Traffic Control weapons, military equipment and special purpose goods, as well as other important issues in the production and traffic of NVOs.
As stated in the explanatory statement, the production of NVOs at BiH level is regulated by the Law on the Production of NVOs in BiH and the Law on Amendments to the Law on Production of NVOs, which came into force on 8th April 2009 and which significantly improved the legal provisions of this Law authorities.
This law regulates issues related to the production and replacement of arms and military equipment as a matter of general interest, and other issues of importance for the production and overhaul of NVOs, and it is explicitly stipulated that “entities are obliged to comply with their provisions with the provisions of this law, within six months from the date of entry into force of this Law “.
Pursuant to Article 11 of the Law on Production, NVOs have regulated that the Ministry of Foreign Trade and Economic Relations of BiH is subject to inspection supervision of the implementation of this Law, and the permanent supervision of the entity ministry of industry, as regulated by the Guidelines on the manner of permanent monitoring and reporting in production and overhaul of NVOs, Klix.ba news portal reports.
